Women’s Protection and Empowerment Case Worker

BACKGROUND:

The IRC began planning to reopen an oPt country program in mid-2022 and launched an emergency response in Gaza in October 2023. The organization is currently supporting a network of local partners in both Gaza and the West Bank to sustain critical health, protection, food security, cash, education, and early childhood development interventions. The IRC is also deploying emergency medical teams to provide surge clinical capacity in hospitals and other health facilities.

The IRC is working to scale its emergency response while building a longer-term oPt country program in parallel. This effort is being jointly managed by the Emergencies and Humanitarian Action Unit (EHAU) and the Middle East and North Africa (MENA) region, with a view to eventually transition the country program fully under the MENA region.

In Gaza, the IRC is currently scaling up its direct program implementation in protection, with a particular focus on child protection and women’s protection and empowerment / gender-based violence (GBV) programming. The aim of IRC’s WPE programming in Gaza is that women and girls receive GBV response services and are supported through risk mitigation.

Job Overview

The WPE Case Worker provides direct case management, individual counseling and group-based psychosocial activities to women and girls through safe spaces.

Major RESPONSIBILITIES The WPE Case Worker shall:

Program implementation and quality

  • Adhere to the GBV guiding principles and the WPE Case Management guidelines throughout all VAWG case management and psychosocial interventions. This includes ensuring confidentiality of survivors, and respect for their wishes and decisions.
  • Provide age-appropriate case management is provided in-line with the WPE Case Management guidelines and best practice, to women and girls, including assessing needs, risk and safety; basic, crisis counselling; supporting clients in developing a plan to address their individual needs and safely implementing this plan, and supporting clients in pursuing services and support.
  • Provide services to girl survivors, including case management, are in-line with best practice in supporting child survivors, and include best interest determination, age-appropriate engagement and decision-making by survivors, and Do No Harm analysis.
  • Provide support for vulnerable and/or at-risk women and girls in need of individual support and counseling as well as referrals to other service providers.
  • Identify concerns related to and support adherence to VAWG/GBV referral protocols and GBV guiding principles, and bring these concerns to the WPE Response Officer
  • Support in facilitating safe space activities and psychosocial support group sessions to vulnerable women and girls as part of the safe spaces activities and participate in general safe space sessions to identify any general protection/GBV concerns from women and girls.

Information & Data Management and Reporting

  • Ensure all case reporting and documentation is completed
  • Document and storage all case management information and survivor data confidentially and securely, ensure any sharing of survivor information is done with the survivor’s informed consent and in-line with best practice as part of the referral procedure.
  • Update and maintain the GBVIMS incident recorder (IR), and review for accuracy, at the end of each day/week and ensure all procedures relating to the GBVIMS are strictly followed and the information sharing protocols are adhered to.
  • Ensure you submit the updated GBVIMS data to the designated IRC WPE GBVIMS focal point to consolidate data, to agreed-upon deadlines; liaise with the focal point on any GBVIMS issues that arise in a timely manner.

Collaboration & Representation

  • Maintain effective working relationships with relevant site stakeholders including implementing partner organizations and other camp actors, community groups and leaders.
  • Work with WPE Prevention Officers to exchange non-confidential information and ensure that IRC programs are responding to the evolving needs of women and girls.
  • Where requested by supervisor, actively take part in camp coordination meetings relevant to WPE

Flexibility – This position will have a focus on at least one site. However, due to the changing context, and in order to best ensure we are meeting the needs of women and girl the position may also be required to provide roving support or be more mobile across different sites or settings

SHARED RESPONSIBILITIES

This position will take shared responsibility with the whole WPE team –

  • for ensuring strong integration, cohesion and quality across all WPE Programming through ensuring regular and clear communication and collaboration between sites and across the team on activity planning, sharing resources, technical expertise, experiences and learning

REQUIREMENTS:

  • Degree or equivalent qualification in Social Work, Gender, Social Science or other related field
  • Experience in counseling, case management and/or social work focused on women and girl survivors of gender-based violence (domestic violence, intimate-partner violence, sexual violence, and exploitation, etc.)
  • Clear understanding of and interest in the well-being of women and girls, and supporting their healing after the experience of violence
  • Experience in data entry, safe information storage and managing confidential survivor information, is desired.
  • Demonstrated understanding of and ability to maintain confidentiality and respect for clients wishes and decision.
  • Positive and professional attitude, including ability to lead and work well in a team setting.
  • Fluency in Arabic, English is an added value.

KEY WORKING RELATIONSHIPS

  • Supervisor: This position reports to the WPE officer
  • Internal: This position will work closely with the WPE PSS facilitator, WPE Prevention officer, and outreach workers
  • External: Coordinating with other support and operational sectors within IRC as well as representing IRC in some external meetings as needed or required.
