Project Background
Integrity is leading the Peacebuilding, Evaluation, Analysis, Research, and Learning (PEARL) Activity for the USAID Bureau for Conflict Prevention and Stabilization’s Center for Conflict and Violence Prevention (CPS/CVP). PEARL is a global buy-in mechanism that offers violence and conflict analysis, peacebuilding evaluation, and knowledge management services to USAID Missions and Operating Units.
Through PEARL, Integrity will evaluate efforts to achieve U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS) policy goals in the Global Fragility Act (GFA) priority countries (Haiti, Libya, Mozambique, Papua New Guinea) and region (Coastal West Africa: Benin, Côte d’Ivoire, Ghana, Guinea, Togo). The global-level evaluation will help distill lessons learned in prevention, stabilization, partnership, and management for U.S. Government interventions in fragile contexts. As part of the U.S. SPCPS evaluation portfolio, Integrity is conducting a series of case study evaluations to identify contributions toward the SPCPS objectives defined for each priority country and region.
In Libya, Integrity is conducting a phased evaluation and assessment of partnerships and progress in the South of Libya and an evaluation of up to two TBD USG funded-activities. The Activity aims to support Libya’s political transition by strengthening the pillars of a stable and responsive state through empowered civil society and strong local government. Phase I of the activity is expected to be fully remote (TBC) with a final report deliverable building on the GFA Baseline analysis findings and data gaps helping to set the framework for Phase II which will evaluate two USG funded activities, to be determined at a later date.
Integrity is recruiting an experienced Research Associate who is available beginning in September 2024, with anticipated completion of the assignment in September 2025. The position will require continuous engagement throughout the period of performance in accordance with the agreed-upon schedule, with increased engagement expected from October to December 2024 and March to May 2025. This position is based remotely and will not involve travel to Libya.
Scope of Work
The Research Associate will support the Team Lead and Evaluation and Conflict Specialist in data collection, coding and analysis. The evaluation will include a desk review, as well as either in person or remote data collection, as well as a recommendations workshop with evaluation stakeholders.
The Research Associate will play a key role during the evaluation’s data collection and analysis phase, ensuring high-quality services and outputs that meet the client’s needs. S/he will work closely with the PEARL Team Leader, Evaluation and Conflict Specialist, Activity Management Unit, Task Order Manager, and Senior Learning & Outreach Specialist to ensure the activity is implemented according to PEARL standard operating procedures and meets the Task Order’s analytical and communication standards.
The Research Associate will support the Team Lead and Evaluation and Conflict Specialist in coordinating and conducting key informant interviews and focus group discussions during data collection, support the team in development of the coding framework, conduct data entry and support analysis. The Research Associate will participate in synthesis and recommendations workshops to support data analysis and develop actionable recommendations. The Research Associate may also be asked to contribute inputs to a desk review, the final report, and the presentation and dissemination of findings. The Research Associate will also support in coordinating with the PEARL SPCPS Global Evaluation team to ensure alignment, transfer of knowledge, and adaptations based on lessons learned. The Research Associate will support efforts ensuring that the assessment is planned and implemented in accordance with the USAID Evaluation Policy, Integrity standard operating procedures, and PEARL analytical and communications standards.
Responsibilities

Support the Team Lead in the implementation of a desk review identifying gaps in the literature and data, and providing knowledge management support.

Support the development and testing of a coding framework for qualitative data analysis in NVivo or a similar data analysis platform.
- Support in conducting English or Arabic language key informant interviews and consultations as needed.
- Code interview transcripts and other qualitative data

Support the team in identifying and conducting outreach to relevant stakeholders for key informant interviews and focus group discussions.

Support the development and finalization of data collection instruments in collaboration with the other evaluation team members.

Conduct data collection and analysis in line with the evaluation’s scope of work (SOW) and industry best practices.

Provide technical expertise and hands-on support throughout data collection, enumerator training, synthesis of findings, data analysis, and the development of recommendations.

Provide inputs into the Evaluation Design and Evaluation Report, helping the team to incorporate any comments and questions raised by USAID.

Other tasks as requested/required by the Activity Director and/or Team Leader. This may include inputs into the desk review, drafting selected inputs for the final report, providing quality assurance of the final report, and/or supporting the dissemination of findings, conclusions, and recommendations in a format that is user-friendly and suitable for collaboration, learning, and adaptation.
Requirements and Qualifications
- A BA/BS Degree from an accredited university and five years of relevant professional experience, or an MA/MS degree and two years of relevant professional experience
- Demonstrable experience in qualitative research, including preparing and leading qualitative interviews or surveys
- Experience with thematic coding in NVivo or a similar platform would be an advantage

Strong writing/organizational skills and a demonstrated ability to deliver written products (research reports and PowerPoint slides) required.

Experience using computer/data analysis software including Microsoft Office suite, Adobe Creative suite, and database management systems.

Excellent organizational skills and ability to manage multiple priorities and meet deadlines.

Extensive country experience in Libya and/or regional experience examining issues of violence and conflict.

Good interpersonal skills, including the ability to work well with a diverse team in different geographic locations.

Fluency in English and Arabic required. Excellent communication skills, including the ability to write clear and concise reports and present findings to diverse audiences

Ability to work for extended hours when required.
It is desirable that you also have:

Experience using quantitative, geospatial, and qualitative methods for data collection and analysis, particularly in complex and conflict-affected environments.

Familiarity with development approaches to stabilization, conflict and violence prevention, and/or relevant governance and fragility programming.

Experience working with USAID is strongly preferred.
