The Australian Taxation Office (ATO) Payday Super represents a transformative opportunity to modernize the Super Guarantee (SG) system, addressing the estimated $5.1 billion in unpaid SG annually and improving retirement incomes for millions of Australians. It introduces a core requirement for employers to make super contributions to funds within seven calendar days of payday, significantly accelerating current processes.
The implementation of Payday Super involves extensive collaboration across the SG ecosystem, including employers, digital service providers, gateways, clearing houses, super funds, and the ATO. Preparations include adapting systems, workflows, and compliance practices to meet the faster pace required by the new system. Legislative changes are being developed by Treasury, while the ATO and industry stakeholders work proactively to align with upcoming requirements.
Key to this transition is the ATO’s enhanced capability to match Single Touch Payroll data with super contribution reports. This allows for proactive compliance monitoring and faster intervention when employers fail to meet obligations, ensuring more timely contributions for workers. Payday Super will drive significant operational and cultural shifts within the superannuation industry, requiring readiness for faster data processing and regulatory responses.
The ATO is seeking an experienced and strategic Test Manager to lead the testing efforts for the Payday Super initiative. This transformative program aims to modernize the Super Guarantee (SG) system, ensuring faster and more accurate superannuation contributions for millions of Australians. As the Test Manager, you will oversee the planning, coordination, and execution of all testing activities to ensure the quality and compliance of systems and processes. You will lead a team of Test Analysts, collaborate with cross-functional teams, and ensure that all deliverables meet legislative, technical, and business requirements.
Key Responsibilities:

Develop and implement a comprehensive test strategy and plan for the Payday Super initiative.

Define test objectives, scope, and success criteria, ensuring alignment with project goals and legislative requirements.

Lead and mentor a team of Test Analysts, fostering a culture of quality and collaboration.

Assign tasks, manage workloads, and monitor team performance to ensure timely delivery of testing milestones.

Oversee the execution of functional, integration, regression, performance, and compliance testing.

Ensure that defects are identified, logged, tracked, and resolved efficiently.

Collaborate with business analysts, developers, and other stakeholders to clarify requirements and resolve testing issues.

Provide regular updates on testing progress, risks, and outcomes to project leadership and stakeholders.

Ensure all systems and processes comply with legislative, technical, and security requirements.

Validate that systems support the faster processing and real-time data exchange mandated by Payday Super.

Identify and mitigate risks related to testing activities and overall project timelines.

Proactively address potential quality issues to prevent delays or non-compliance.

Prepare detailed test reports, including metrics, defect summaries, and test execution results.

Maintain comprehensive documentation of test plans, cases, and processes.
Skills and Experience:

Extensive experience in managing testing efforts for large-scale, compliance-driven projects.

Strong knowledge of testing methodologies, tools, and frameworks.

Proven ability to lead and mentor testing teams in Agile and waterfall environments.

Excellent analytical, problem-solving, and decision-making skills.

Effective communication and stakeholder management abilities.

Knowledge of superannuation systems, Single Touch Payroll, or financial services.

Experience in legislative or government projects.

Familiarity with test automation tools and performance testing frameworks.

ISTQB Advanced or similar testing certification.
