Purchase of services of Policy Advisor

Syrian Center for Media and Freedom of Expression (SCM) is an independent non-governmental non-profit organization. We seek to build a society that guarantees freedom of expression and belief, human rights, and justice. Our vision is a democratic world based on justice, freedom, equality, and respect for human rights and dignity.

Within the framework of the work of the Syrian Center for Media and Freedom of Expression (SCM) in building a society based on respecting and protecting the right to free expression of opinion, and supporting media work as a form of freedom of opinion, with a focus on developing media professionalism, and based on the SCM’s ongoing seeking to support the Syrian media, especially in terms of organizing and legislating it, so that it becomes a contemporary, professional media that protects media professionals and media work, develops media work, and raises its level ;

The Media and Freedoms Program at SCM plans to produce a study that addresses:

“The legal framework of media work in Syria”

SCM is looking for a “researcher” based on the attached technical requirements and the following principles:

• Prepare the methodology and share it with the project team on Mar 6, 2025.
• Conduct desk research on issues related to freedom of opinion and expression and submit proposed drafts to be amended in line with the rules of good governance,
• Complete the research including a draft legal framework regulating media work in Syria according to the agreed methodology.
• Preparing the draft study for audit on April 21, 2025.
• Attend roundtables to discuss the draft with stakeholders, take notes, and integrate or correct them with the research
• Review and submit the final copy by August 2025
• Review the translated version of the research.
• Participation in the webinar to launch the research.

Required documents:

• Proof of work in similar projects that includes:
  • Excellent academic qualifications, at least including a bachelor’s degree or higher in a relevant discipline (preferably in Law).
  • Demonstrable experience in developing similar research for the media sector (at least five years).
  • Experience and understanding of the Syrian context and issues faced by stakeholders in Syria.
  • Demonstrable extensive experience in research, research methods,
  • Excellent analytical skills – designing research questions, familiarity with research methods (and their appropriate use including drafting laws.
  • At least 2 References from previous projects.
• Financial offer including:
  • The Financial compensation.
  • The validity of the offer (duration- date)

• Tenderer’s experience with the topic‏ ‏and the capacity for similar searches (70%).

المركز السوري للإعلام وحرية التعبير مؤسّسة مدنيّة مستقلة غير حكومية وغير ربحية. تعمل على بناء مجتمع يضمن حرية التعبير والاعتقاد وحقوق الإنسان والوصول الى العدالة. رؤيتها هي عالم ديمقراطي، قائم على العدالة والحريّة والمُساواة، يحترم كرامة الإنسان وحقوقه.

وضمن إطار عمل المركز السوري للإعلام وحرية التعبير (SCM) في بناء مجتمع قائم على احترام وحماية حق التعبير عن الرأي، ودعم العمل الإعلامي بوصفه أحد أشكال حرية الرأي مع التركيز على تطوير المهنية الإعلامية، وبناءً على سعي المركز الثابت لدعم الإعلام السوري وبخاصة لجهة تنظيمه وقوننته ليكون اعلاماً معاصراً مهنياً يحمي الإعلاميين والعمل الإعلامي ويطور العمل الإعلامي ويرفع سويته؛

يخطط برنامج الإعلام والحريات في المركز السوري للإعلام وحرية التعبير إلى تنفيذ دراسة تتناول:

الإطار القانوني الناظم للعمل الإعلامي في سوريا

تبحث SCM عن باحث/ـة بناء على المتطلبات الفنية التالية:

• إعداد منهجية البحث ومشاركتها مع فريق المشروع بموعد أقصاه 6 آذار /مارس 2025.
• إجراء بحث مكتبي للقضايا ذات الصلة بحرية الرأي والتعبير وتقديم مسودات مقترحة لتعديلها بما يتناسب مع قواعد الحكم الرشيد.
• إنجاز البحث متضمناً مسودة لإطار قانوني ناظم للعمل الإعلامي في سوريا وفق المنهجية المتفق عليها.
• إعداد مسودة الدراسة للتدقيق بتاريخ أقصاه 21 نيسان/ أبريل 2025.
• حضور طاولات مستديرة لمناقشة المسودة مع أصحاب المصلحة وأخذ الملاحظات ودمجها مع البحث او تصويبها.
• المراجعة وتقديم المسودة النهائية بحلول آب 2025.
• مراجعة النسخة المترجمة من البحث.
• المشاركة في ندوة إطلاق البحث.

المستندات المطلوبة:

• إثبات الخبرة في مشاريع مماثلة متضمناً:
  • مؤهلات أكاديمية ممتازة، بما في ذلك على الأقل درجة الإجازة الجامعية أو أعلى ذات صلة (يفضل في القانون).
  • خبرة يمكن إثباتها في تطوير أبحاث مماثلة للقطاع الإعلامي (خمس سنوات على الأقل).
  • تجربة وفهم السياق السوري والقضايا التي يواجهها أصحاب المصلحة في سوريا.
  • خبرة واسعة يمكن إثباتها في البحث وطرق البحث.
  • مهارات تحليلية ممتازة – تصميم أسئلة البحث، الإلمام بأساليب البحث (والاستخدام المناسب لها بما في ذلك صياغة القوانين).
  • ما لا يقل عن مرجعين من الأعمال السابقة.
• عرض مالي يشمل:
• التعويض المالي المطلوب.
• صلاحية العرض (مدة العمل- تاريخ صلاحية العرض)
