BACKGROUND AND RATIONALE:

DEPARTMENTAL PURPOSE:

The Oxfam International Operations Department includes a range of functions including; Safeguarding, Finance, People and Culture, IT Systems, Risk and assurance, and Legal. These functions provide safe and inclusive operational services that enable the Confederation to have greater impact and support the delivery of the OIS strategy. This to be achieved through the management and continual improvement of Oxfam International Secretariat’s key operational functions. This includes the provision of services and support to OI (OIS and Countries and Region); coordination of these functions across the Confederation to facilitate greater efficiencies, harmonization of services for improved quality and consolidation of key operational data; operational support to countries and regions, in close partnership with Oxfam Affiliates.

TEAM PURPOSE:

In conjunction with internal and external partners, the Information Systems team builds simplicity, transparency, and trust across the Confederation through the alignment, design, implementation and operation of safe and robust information systems and collaboration tools that adapt to Oxfam’s ever-evolving needs.

JOB PURPOSE:

To effectively manage strategic relationships with both internal stakeholders and external suppliers to ensure that Oxfam receives value for money and supply chain/contractual risks including service levels are suitably managed and contracts remain fit for purpose. This involves Cost Optimization, Compliance & Ethical checks, Performance Monitoring & Reporting, Quality assurance, Risk Mitigation and Innovation catalyst.

To understand stakeholder objectives and seek ways to enable them by working with appropriate Information Systems functional areas e.g. Enterprise Architecture, Service Operations, Digital Workplace, Project Managers, Information Security etc. to ensure business needs are identified and delivered as required. To manage the distribution of purchased services, for example, distribution and reconciliation of licenses across the confederation.

KEY RESPONSIBILITIES

  • Engages with suppliers, Information Systems members, Procurement, and business staff to ensure the delivery of the service is to agreed standards and meets contractual commitments. This will include conducting appropriate regular service review meetings with stakeholders and suppliers.
  • Ensures commercial agreements include the relevant service levels and commercial/contractual arrangements that meet business and technical requirements for the supported services.
  • Liaising with delivery teams across Information Systems and other divisions as required to ensure commercial agreements are in place that meet the business and technical requirements.
  • As directed by the line manager and in line with the OIS procurement guidelines, acts as a Procurement lead for supported systems or projects.
  • Builds effective relationships in a collaborative and inclusive manner with internal and external stakeholders and develop a ‘partnering’ approach to business engagement and supplier management.
  • Be the point of escalation between internal stakeholders and suppliers for supported systems.
  • Effectively manage internal and external communications with stakeholders and suppliers and the wider Oxfam organisation as appropriate.
  • Leads the purchase, distribution, and recharge of licenses for OIS and the global shared services, performing regular license reconciliations and audits across the relevant affiliates.
  • In collaboration with the IT Operations Manager and overall Information Systems strategy and roadmap, seek opportunities to reduce goods/service costs and /or improve service effectiveness.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

Essential

  • Excellent project management skills, strong attention to detail, and excellent communication skills.
  • Broad technical skills, including data analysis, computer proficiency, and knowledge of Enterprise Systems.
  • Demonstrable stakeholder management skills and experience.
  • Proven experience working with external suppliers / partners.
  • Proven experience of the following:
  • Business engagement / customer relationship management.
  • Contract & service level management.
  • Supplier performance management.
  • Commercial and contractual negotiations
  • License management.
  • Demonstrable experience of leading procurement processes.
  • Knowledge and understanding of supply chain risk management practices.
  • Experience working within a technology/data/digital environment.
  • Ability to effectively plan, manage and prioritise personal & team workloads.
  • Ability to explain technical or commercial solutions to key business stakeholders.

Desirable

  • Knowledge of technology/data/digital products and services including Cloud and Software as a Service (SaaS).
  • Awareness and understanding of technology market trends.
  • Knowledge of the ServiceNow tool (or similar) to support Service & Change Management.
  • Knowledge of ITIL v3/v4 Service Management Framework.
  • Proven experience of using digital workplace tools such as Microsoft office (or similar).
