Primary Duties and Responsibilities:

Palladium is recruiting for a Technical Assistance Manager to work on a new coastal resilience programme with a proven track record of improving the resilience of communities with a high level of adaptability and flexibility. The ideal candidate will bring a strong background managing technical assistance requests or rosters of experts, with preference given to candidates with experience in the marine or community resilience space.

The programme aims to improve the resilience of communities and their sustainable use of resources through reforming planning and policy, supporting coastal management and local governance as well as supporting local projects, activities and capacity building that support the following key themes:

Protecting, restoring and sustainably managing coastal habitats and nature based solutions (e.g. mangroves, seagrass, corals),

Improving small scale fisheries’ sustainability, productivity and resilience,

Unlocking more sustainable, less intensive aquaculture.

Specifically, Palladium is recruiting for a Technical Assistance Manager to support the integrated delivery across the key themes in up to six priority countries plus a demand led fund for UK Embassies and High Commissions in ODA eligible host countries to utilise to deliver responsive, strategic projects.

Purpose of the position

You will lead the relationship engagement with any ODA eligible country embassy to ensure smooth engagement with posts globally. You will also be responsible for the recruitment and management of a pool of technical and programme delivery experts from inception through to project close. You will play a fundamental role in facilitating a lean and agile programme team to scale up and down the programme in response to the changing demands of the programme. The position will preferably be based in the UK but candidates outside of the UK are also welcome to apply. There will be the possibility of some international travel to any ODA-eligible country as required by the programme.

Primary responsibilities

Strategy Development and Technical Expertise

Work collaboratively with FCDO UK and the Palladium core team (particularly the Communications and MEL Leads) to develop and implement an adaptive call down strategy drawing on the various types of technical assistance available;
Identify complementary existing programmes (funded by the UK and other donors) to feed into the call down strategy and implementation plan;
Develop and oversee a tailored mechanism and procedure for post and embassy requests;
Develop and deliver a pipeline of potential call down requests.

Managing a Pool of Experts and Call-Down Requests

Coordinate and oversee global call down requests in accordance with programme objectives;
Engage and collaborate with programme partners to facilitate co-creation of TOR requests with embassies and BHC;
Develop and maintain a dynamic roster of experts;
Facilitate and contribute to the call down selection process, particularly with regard to assessing deliverability and impact;
Support call down project set-up coordinating with the Palladium core team to adhere to any local due diligence required;
Oversee timely implementation of call downs and regularly ensure the feedback of results, impacts and learning through quarterly reports to FCDO covering overall progress, progress against outputs, main activities and deliverables for the next period, budget, spend and forecast, and risks;
Advise FCDO on potential to extend, scale up or replicate successful projects, particularly in light of identifying potential future programme priority countries;
Oversee call-down specific risk management, working with all parties, ensuring any issues identified result in quick mitigation strategies and/or are escalated as required;

Driving Demand and Engagement

Develop and maintain excellent working relationships with posts and embassies in ODA eligible countries outside of the programmes’ priority countries, matching level of engagement and support provided to the individual needs of posts;
Act as an ambassador for the programme across ODA eligible countries outside of the programme’s priority countries, promoting funding opportunities to potential implementing partners, project and programme outputs to intended beneficiaries, and broader UK engagement on programme themes where relevant, and as agreed with FCDO;
Together with the Communications Lead develop and maintain relevant engagement and communication materials for the call down mechanism;
Maintain an excellent working relationship with programme staff, other related programmes, partners and key actors in the space.

Person Specification

Proven experience in managing a roster of high quality experts ensuring a timely and quality response to requests as well as excellent compliance and value for money;
Proven experience in attracting and creating demand through innovative market engagement techniques;
A technical understanding and knowledge of programme themes and a selection of interrelated sub-themes would be an advantage:
Excellent organisational, inter-personal administration and communication skills; with proven ability to respond flexibly to ad-hoc requests;
Prior FCDO experience or other donor agency would be an advantage;
Highly collaborative and committed to close working and open communication with colleagues in-country and in the UK, and other programme partners.
