The result? 171 homes are now under construction, leading the redevelopment of the Church Street area, whilst the council is projecting a potential return on investment of almost 14% – far in excess of anything that can be achieved on cash deposits in current market conditions.And why does this success matter? Because it allows us to invest even more in public services that are the lifeblood of our communities.Please view the extraordinary story of the Carrick Yard Investment .The Role:As our Systems & Process Manager in our Parking Services team, you can make your own powerful contribution to our local residents by ensuring we are delivering the most efficient and technically-advanced parking services. And in doing so, you will shape the future of technology and systems within our busy Parking directorate!The scope of this role is extensive, as our Parking Service is the largest of its kind in Europe. We provide more than 45,000 parking spaces, across 600 miles in 1,990 streets. Efficient parking services are essential to local residents, businesses and the tourist economy, so this is an exciting opportunity to head up our newly-created team, in which you will be focused on championing the importance of technology to parking.With oversight of both the strategic and operational side of this complex challenge, your remit will extend from managing the systems that deliver on-street enforcement through to those that underpin back-office processing. As such, you will bring stakeholders together that include outsourced services, such as parking technology providers and internal colleagues from our IT and City Highways teams. You will work across both Westminster and Scotland, as the back-office team are based in Inverness.Managing a contract worth £10 million, you will define our technology strategy and commission and manage parking activities, ensuring that we are constantly improving this immensely important service. Seeing to it that we are complying with all legal and regulatory standards, you will manage numerous stakeholders and the delivery of key contracts, ensuring all outputs are of the highest standards and in-line with contractual requirements.Please refer to the for more information.About You:This role presents the unique opportunity to not only enhance your knowledge, but also to gain exposure to our Parking Services in the context of the wider, City Highways department. To be equal to the challenge, you will therefore have fantastic verbal and written communication skills, with the ability to effectively support and develop a large, geographically-dispersed team.You will have great technical expertise gained while managing and improving technology systems, and although not essential, knowledge of parking-related systems and systems architecture, would be an advantage.With significant experience of managing performance and achieving service-level targets within a similarly complex organisation, we will expect you to have good contract management and procurement capabilities – so you will also have a comprehensive knowledge of the relevant procurement legislation. Confident in managing a large budget and analysing financial information, you will be commercially astute with the ability to drive improvements in both behaviour and processes.With well-developed negotiation and influencing skills, you will understand the nuances of developing and implementing new initiatives, and gaining support from the relevant stakeholders.Perhaps most importantly, you will be passionate about the immense value of cutting edge parking services, and you will enjoy coming up with innovative solutions to complex problems.The Council is committed to achieving diverse shortlists to support our desire to increase the number of staff from underrepresented groups in our workforce.
