Job Description:The Sustainable Travel and Policy Lead assists the Head of Surface Access Strategy and Sponsorship in defining and delivering the Surface Access Strategy. This role involves representing HAL within a complex stakeholder environment, both internally and externally. It requires knowledge of the transport sector and airport business (airlines, cargo, freight, ancillary operations). The role also entails setting Heathrow’s transport policy and responding to local and national government policies. The position collaborates with various functions to achieve the company’s goals, working with external stakeholders like transport operators, TfL, Network Rail, and National Highways. Additionally, it manages the Heathrow Area Transport Forum and leads the Team Heathrow colleague commuter programme, including strategy development, account management, and communications.Responsibilities:
- Using consumer research, insight and engagement to develop policy and inform the Surface Access Strategy and its delivery. Monitoring, tracking and reporting on progress against the targets and aspirations.
- Preparing reports and presentation materials for a wide range of forums and meetings to obtain agreement and support for the Strategy.
- Managing the relationship with Heathrow Area Transport Forum (HATF) and provide an excellent secretariat service and project management of any technical and transport modelling work to support strategy development and delivery.
- Working with transport and technology partners to develop and implement initiatives aimed at meeting the targets or deliverables.
- Developing and implement (or act as strategic advisor) projects and initiatives to achieve Surface Access targets.
- Collaborating and communicate both internally and externally and manage content development for stakeholder engagement.
- Working closely with communications team to ensure surface access content is published through various channels to support behavioural change.
- Managing the Team Heathrow car share scheme and contract management with supplier and managing the Team Heathrow commuting incentives scheme and contract management with supplier.
- Communicating colleague sustainable travel initiatives to increase awareness through a range of platforms, including leading the Way2Go roadshow programme.
- Monitoring local and national government for transport policy asks.
- Coordinating teams to develop Heathrow policy responses to external consultations.
- Team management.
Qualifications:
- Educated to degree level or equivalent essential experience.
- Ability to develop work programmes and deliver behavioural change initiatives.
- Ability to deliver high quality projects on time, on budget with a high level of project management skills.
- Ability to manage third party suppliers and consultants that support delivery activities and to derive value for money with any commission.
- Proven stakeholder engagement skills, including ability to influence upwards.
- Ability to work on several different projects at any given time.
- Proven ability to work collaboratively with other teams and external stakeholders to achieve a common result.
Ideally you will have
- Extensive experience in transport planning with prior experience of a regulated business environment desirable.
- Travel management experience and experience in major behaviour change programmes
