Background

Primary Care International (PCI) was launched in 2014 as a non-profit social enterprise. Our mission is to strengthen primary healthcare systems globally, empowering individuals to access quality healthcare to live full and healthy lives. We specialise in developing practical, evidence-based solutions to improve the quality of frontline care.
PCI has been awarded a grant by GIZ to support the Ministry of Health (MoH) in Libya as part of the ‘Strengthening Health Systems and Pandemic Response in Libya’ (SHSPR) project. This project is commissioned by Germany’s Federal Ministry for Economic Cooperation and Development (BMZ) and is being implemented between December 2023 and November 2024 in five municipalities: Tripoli Center, Sabha, Jadu, Benghazi, and Shahat.
The project consists of three phases:

  • Phase 1: Completed in July 2024, involved baseline assessments and strategy development.
  • Phase 2: Currently underway (August–October 2024), focusing on developing training materials.
  • Phase 3: Set to take place from November 2024 to February 2025, focusing on delivering workshops and supporting cascade training for health managers.

Scope of Services

This RFQ is for a Workshop Facilitator to support the roll-out of two Training of Trainers (ToT) workshops for lead trainers from the Libyan Ministry of Health, Primary Health Care Institute (PHCI), and health facilities. The facilitator will work closely with another consultant who is leading the content development and will collaborate with the PCI project lead, national consultants, and other key stakeholders.

Deliverables:

  1. Facilitate two 5-day ToT workshops (November 2024) in Tunis. One workshop will be for central-level lead trainers from the Ministry of Health, and the second will be for managers working at district and primary healthcare levels.
  2. Develop a supervision and mentoring plan to support lead trainers as they cascade training. This will include creating tools and a database to track training activities.
  3. Conduct four remote mentoring sessions with lead trainers (December 2024 to February 2025) to monitor progress and offer continued support during their training cascade.

Language Requirements:

  • Fluent English is required, as the workshops and training sessions will be delivered in English.
  • Arabic language skills are desirable but not essential.

Timeline:

  • Workshop Facilitation: November 2024
  • Supervision and Mentoring Plan: Completed by November 2024
  • Remote Mentoring Sessions: December 2024 – February 2025

Cross-cutting Responsibilities:

  • Work collaboratively with the PCI team, GIZ, and the Ministry of Health.
  • Participate in project management meetings and provide regular updates.
  • Capture evidence and learning during the assignment, including workshop photos and documentation of lessons learned.

Costing Requirements:

We estimate the following number of days for these deliverables, and you should consider this as a guide when preparing your quotation:

Please note that all costs associated with travel, accommodation, and subsistence for the ToT workshops in Tunis will be covered by PCI and do not need to be included in your quotation. PCI’s standard payment terms are within 30-60 days and are payable upon the successful completion of each deliverable and upon submission of an invoice.

Evaluation Criteria:

Your technical offer will have a weighting of 80% and your financial offer a weighting of 20%. Bidders must meet the specified minimum technical score to be considered technically compliant and qualify for the financial evaluation.

Deadline for submissions:

23.59 BST on 20th October 2024.

Essential Selection Criteria:

  • Experience facilitating workshops for healthcare professionals, including using a Training of Trainers (ToT) approach.
  • Proven time management skills and experience meeting deadlines.
  • A degree equivalent to a Doctor of Medicine and/or a Master’s in Public Health, Health Policy, or Health Management.
  • Fluency in English (spoken and written). Arabic language skills are desirable but not essential.
  • Access to reliable internet and confidence using digital collaboration platforms (e.g., Teams).
