Statutory Planner

Your responsibilities

The Statutory Planner shall provide support, where required, to Statutory Planning within Functions and across Delivery in relation to complex statutory planning (town planning) projects through to planning permission.

This shall include a comprehensive understanding of the Irish planning system

The role holder shall support with the following:

• Support in the development of the regulatory and planning strategy and oversee its implementation to ensure that planning is properly embedded in project plans and that project timescales allow enough time for execution of appropriate planning strategy
• Liaise with and engaging at a technical level with national, regional and local policy makers to ensure that the strategic objectives of the Contracting Entity are reflected as far as possible in new planning policy.
• Representing the Contracting Entity’s interests with a view to ensuring, to the extent possible, that planning legislation is fit for purpose
• Providing statutory planning input into papers that may be submitted by the Contracting Entity to relevant statutory bodies, ‘policy formation’ organisations, NGOs etc. Production of and submittal of submissions where relevant
• Co-ordination of Planning Applications for Infrastructure Department Portfolio including addressing Further Information requests from the Statutory Authorities
• Preparing Appeals and Challenges to Development Contributions set by the Statutory Authorities
• Overseeing safeguarding with respect to land use policies for Dublin and Cork Airports including monitoring and advising the Executive on planning applications for developments outside the airport boundary which may impact on or be impacted by the Airport
• Prepare appropriate and relevant reports on the planning function to the business

Current Projects/Skills and attributes needed

• 5+ Years of relevant post-graduate experience.
• An excellent and up to date knowledge of applicable Irish and EU planning-related legislation and policy including attention to detail and a completer-finisher in all aspects of work. In the event an applicant has not practitioned in ROI, a sound understanding of legislation must be demonstrated.
• A demonstrable record in the area of development management, including evidence of successfully taking projects, including large infrastructure projects through the planning system (either through the public or private sector).
• A demonstrable record of judgement and decision making in complex planning areas with many variables. This shall include an ability to identify relevant environmental, social and economic policy and legislation as it may apply to either planning applications or planning policy.
• Excellent written and verbal skills including an ability to present technical information to a wide range of non-technical stakeholders.
• Candidates should be able with strategic direction, to work on their own initiative, be resourceful and approach work with a solution focus. Whilst working on their own initiative and drive, candidates should also operate well as a team player.
• Project management skills and ability to work to deadlines.
• To thrive on challenge and charting a course through complex areas.
