SUMMARY OF DUTIES:

This position shall be responsible for the strategic acquisition, planning, coordination, and execution of all Fleet procurement activities at Amtrak. This role will directly oversee and manage the Fleet Procurement team within Procurement and Supply Chain function, specifically responsible for planning, solicitation, negotiation, and execution of contracts for the acquisition of all Rolling Stock equipment. The function also includes oversight of cradle to grave contract management including negotiation and execution of change orders in the post-award phase of contracts. Other key responsibilities include management, recruitment, training and development, and performance appraisal of staff. 

ESSENTIAL FUNCTIONS

  • Directs/oversees a procurement team responsible devising acquisition strategies and managing the entire solicitation process including the creation of solicitation packages, market analysis, cost/price analyses, terms and conditions negotiations, contract creation and award.
  • Provides guidance and supports internal end users on business case development, specification, design and scope development, post-award contract administration and supplier management.
  • Provides guidance, direction, motivation and supports staff training to ensure timely, compliant, cost-effective and cost eliminating contract management.
  • Manages the departmental budget and ensures optimal staffing and efficiency according to company priorities.
  • Communicates and works closely with departmental peers and executives across functional areas, primarily to build procurement influence and set procurement policies and direction.
  • Leverages best practices and makes decisions based on the best interests of Amtrak
  • Proactively engages all of the relevant internal parties in cross-functional activities to achieve success in shared goals and metrics
  • Effectively creates and uses written material, oral presentations and verbal interchange, and is at ease working with business leaders and executive staff
  • Regularly reports out progress and significant developments to senior management
  • Interfaces directly with end-users, suppliers, Amtrak executive and senior leadership, attorneys and government agencies as needed

MINIMUM QUALIFICATIONS

  • Bachelor degree in business or strong equivalent business experience in procurement and contract administration
  • Minimum 15 years of relevant experience. In lieu of a four-year degree, 17 years of directly relevant experience is required.
  • Prior satisfactory job performance
  • Ability to develop and implement high-dollar complex contracts while providing guidance and direction as a multifunctional team leader
  • Ability to provide guidance to executive end users and staff in the development of strategic plans for the acquisition of rolling stock and related services for Amtrak’s operations
  • Ability to promote effectively the integration of corporate-wide and departmental strategies and operating objectives and be able to develop and implement comprehensive acquisition plans consistent with corporate programs and objectives
  • Ability to establish appropriate methods and procedures to effect efficient and accurate control of procurement commitments and schedules including cost reduction programs to accomplish system-wide savings
  • Extensive knowledge and experience in the field of procurement, contract administration, management, and knowledge of procurement software such as Ariba.
  • Strong decision-making and problem-solving skills
  • Ability to provide subordinates with guidance, direction, motivation and training to ensure cost-effective acquisitions, good negotiating strategies, value-analysis techniques, in-depth market research of market trends, and new purchasing and negotiation techniques
  • Ability to manage effectively in a fast-paced environment with frequently changing priorities
  • Ability to travel via a variety of transportation modes and to work irregular hours
  • Embraces learning new tasks, both complex and simple, to maintain effectiveness in this position

PREFERRED QUALIFICATIONS

  • Masters’ Degree in business or purchasing/procurement
  • Certified Purchasing Manager or Certified Professional in Supply Management
  • Experience in the Rail transportation
  • Senior level commodity and market expertise and supplier management skills
  • Extensive project management experience
  • Proven record of accomplishment of improving business processes and delivering measurable results

COMMUNICATION AND INTERPERSONAL SKILLS:

Excellent communication skills, both oral and written, as well as excellent interpersonal skills

The salary/hourly range is $187,500 – $242.892. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
