Transforming performance for a , and world.Job DescriptionThe SQS is responsible for cost control on behalf of the Contracting Entity, managing a team of Intermediate Quantity Surveyors in ensuring effective management and control of spend, and ensuring payments are compliant with the contracting reimbursement principles (schedules of rates, bills of quantity, materials on and off-site payments, etc.), as well as monitoring the anticipated final project costs. In doing so, the SQS will provide cost management and cost advice to the Claims, Contract Management and Project Management team, and ensure that the Contracting Entity achieves the project’s budgetary goals and objectives.The SQS will undertake, or review measurement of designs and on-site works completed, develop the schedule of rates or Bill of Quantities, provide their assessment of on and off-site materials, monthly payment certificates and package final accounts, as well as monitoring the anticipate final project costs and making recommendations for monthly payments or final accounts due ensuring Contractual Entitlement.Principal ResponsibilitiesTeam ManagementSupport the Head of Programme Controls and the Quantity Surveying Manager in leading a team of Intermediate Quantity Surveyors in the Programme, each responsible for the implementation of cost management on their projectsOversee the day-to-day activities of the Intermediate Quantity Surveyors ensuring the appropriate implementation of cost management processes on the projectsDevelop and maintain a detailed resourcing plan for the delivery of cost management on the projects through the Cost ManagersProvide support to the Intermediate Quantity Surveyors in their day-to-day delivery functionsBe responsible for reporting on the performance of the projects under their remitWork with the Programme Director to address any issues that arise in the course of the delivery of the projectsProgramme Cost Management ActivitiesSupport the development of the process, procedures and policies for the Contracting Entity’s cost control standards, ensuring those standards take account of industry standards and any contractual terms and conditions.Monitor and assure compliance with Contracting Entity’s cost control standards, notifying the Programme Director and Project Manager of any non-conformance issues.Develop the cost management strategy for the programme.Reviewing the proposed contractor Key Performance Indicators for cost, spend and budget management.Oversee the management of variations, monthly cashflow forecasting and any amendments / variances, retention, liquidated damages etc.Oversee the advice provided to the Risk team of the financial impacts of potential risks.Monitor the anticipated final costs of the programme, reviewing and approving those completed by the Cost Management team.Provide a route to escalation for cost control, as required.Support Contracting Entity’s response to contractor claims as required.Ensure that the Contracting Entity achieves optimum value for money in the procurement and delivery of the programme.Develop and maintain the processes, systems and administrative procedures necessary to support the timely and accurate dissemination of cost reports, across Contracting Entity.Foster relationships with the supply chain and wider industry including contractors, consultants, suppliers and professional bodies.Provide advice and expertise in relation to claims and disputes that may arise on construction and consultancy contractsReview the schedule of rates or Bill of Quantities prepared by the cost consultants for the purpose of preparing a pre-tender estimate (budget) against the designs, commenting as requiredReview the monthly valuation for post-contract costs, valuations, variation orders, and final accounts of packagesMonitor, measure and evaluate the cost performance of the projects with respect to onsite progress and disclose variations and changes to the contract in liaison with the project’s teamsPeriodically quantify work done, evaluate additional work and keep records for materials wastage and contra- charges to subcontractorReview cost consultant payment certificates for contractors based on the completed work and follow up for payments collectionReview and accept cost consultant final account recommendations and support the final account negotiationsQualifications15+ years’ experience, at least 3+ years within the aviation / transport infrastructure industryMust have a clear understanding of, and ability to work with, construction contract commercial documents, drawings and specifications.Strong experience of delivering technically complex and high value infrastructure projectsExperience of working in a comparable consultancy environment, or with a client or contractor organisationKnowledge of cost management principles, methods, techniques and tools, including the standard method of measurementKnowledge of policy and procedure implementationSkillsAbility to work within a multi-disciplinary while ensuring that all cost management tasks are conducted in a timely and accurate manner.Proficient in MS Office (all packages) and knowledge of project financial and cost management systemsStrong commercial and financial awareness including monitoring and co-ordination of budgetAbility to drive team participation and high performance.Excellent written and verbal communication skills with strong analytical abilityStrong ability to multitask, prioritize, and work well under pressure to meet established deadlinesWell-developed interpersonal and communication skills are key along with high personal motivation and energy.Good understanding of project governance and procurement processes.Ability to develop long term relationships with all team members, and effectively balance people and processes.Previous experience of managing internal resources including mentoring of more junior staff members.Formal Education QualificationsHold a third level qualification at degree level or above, ideally in Quantity Surveying or related discipline.Mandatory Practicing/Training/Compliance CertificationChartered Status with the RICS, CIOB,
