Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organisation. We work with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations. In Asia, NP currently works in Indonesia, Philippines, Myanmar and Thailand.

JOB SUMMARY

The Senior Programme Development Manager (SPDM) is a management-level position critical to advancing NP’s programmes in Southeast Asia (Philippines, Myanmar, Thailand, and Indonesia). The primary responsibility of the SPDM is to lead the strategic development of high-quality projects and proposals that secure funding from donors and align with NP’s objectives for Unarmed Civilian Protection (UCP). Additionally, the SPDM ensures programme quality and donor compliance while managing Programme Development staff and collaborating with programme, operations, and finance teams to meet quality standards. The role includes overseeing the implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems to track the effectiveness of NP’s programmes and using data to drive continuous improvement.

The SPDM supervises the Monitoring & Evaluation Manager/Officer and the Communication Manager/Officer, ensuring effective communication strategies and the successful execution of MEAL systems across country and regional programmes.

KEY RESPONSIBILITIES

Strategy and resource mobilization

  • Lead the development and execution of resource mobilization strategies for NP’s work in Southeast Asia (the Philippines, Myanmar, Thailand and Indonesia).
  • Identify and pursue new institutional donor opportunities that align with NP’s strategic goals and programme funding gaps.
  • Keep NP teams informed of international and domestic donor trends, funding landscapes, and opportunities.
  • Collaborate with country programme teams to identify funding needs and develop project concepts.
  • Ensure transparent decision-making when selecting projects for funding, while effectively managing risks.
  • Use Salesforce to track donor interactions, manage relationships, and analyse fundraising efforts for better decision-making.

Proposal Development and Programme Design

  • Lead and coordinate the development of high-quality project concept notes and proposals in coordination with country programmes.
  • Facilitate project design workshops, working with programme, finance and other NP teams to ensure cohesive concept notes and budgets.
  • Manage the proposal development process, aligning design with donor requirements and internal NP guidelines.
  • Work with country finance teams to ensure appropriate cost recovery in budget development.
  • Identify and manage consultants when required to develop complex donor proposals.

Grant Inception and Grant Management

  • Prepare a comprehensive handover for NP teams and partners after contract negotiations, overseeing the grant inception process to ensure clear communication of donor requirements, compliance, and project deliverables.
  • Maintain organized files for each grant, ensuring that documents such as proposals, budgets, amendments, and donor communications are well-documented and accessible.
  • Work with finance teams to convert donor budgets into NP’s internal formats and monitor financial performance throughout the project lifecycle.
  • Support project revisions, including cost and no-cost extensions, ensuring proposals and budgets align with evolving project needs and donor feedback.
  • Assist programmes in interpreting the terms of, and in re-negotiating ongoing donor contracts when requested.
  • Lead negotiations with donors on contract amendments or scope changes, advocating for NP’s best interests while maintaining compliance.
  • Work closely with program team to prepare regular and final program reports to the donor.
  • Ensure timely communication with donors on project updates, keeping them informed of progress and challenges.
  • Maintain strong working relationships with Regional and Global Hubs, supporting partners in relation to donor liaison.

Donor relationship, Partnership and External outreach

  • Build and maintain relationships with targeted institutional donor representatives, fund managers, and partners to enhance NP’s funding base.
  • Proactively engage with partners and donors to develop joint initiatives, collaborative funding proposals, and consortium-based projects.
  • Contribute to innovative strategies for raising awareness about NP’s work and engaging new donors.
  • Represent NP at events to build networks and foster relationships with institutional donors and funding agencies, creating opportunities for collaboration and partnership development.

Communication Strategies and MEAL Systems

  • Coordinate the design and implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems for NP’s Southeast Asia programmes, ensuring regular performance monitoring, evaluation and reporting.
  • Utilize Salesforce to track and analyse programme performance and impact metrics, ensuring that data is captured efficiently for reporting and learning purposes.
  • Support the development of communication strategies to enhance NP’s visibility and stakeholder engagement.
  • Document and share lessons learned, success stories, and best practices with internal and external stakeholders.

People Management and Team Leadership

  • Manage Programme Development/MEAL staff, providing mentorship, guidance, and performance management support to team members.
  • Oversee task allocation and ensure team priorities align with NP’s strategic objectives.

Duties Applicable to all staff

QUALIFICATIONS AND COMPETENCIES

  • At least 5 years’ experience in programme/project development, program/business development and similar jobs in not-for-profit organizations/NGOs/INGOs.
  • Degree in international development, social sciences, or a related field preferred. Significant relevant experience (5+ years) may be considered in lieu of a formal degree.
  • In-depth knowledge of diverse institutional donors and development partners in the humanitarian sector (e.g., EU, USAID, DFAT, DFID, SIDA), including donor regulations, call requirements, formats, and compliance standards. Familiarity with development aid architecture is a plus.
  • Demonstrated knowledge and experience of utilizing Logical Framework Analysis (LFA) and Results Based Management (RBM) in proposal preparation and writing, including budgeting principles and all aspects of proposal design.
  • Familiarity and exposure with protection issues and the context in Southeast Asian countries most especially in Philippines, Myanmar, Thailand and/or Indonesia.
  • Excellent English oral and written communication skills.
  • Experience with Salesforce or similar CRM platforms for managing grants, MEAL and donor relationships preferred.
