  1. Background

In partnership with Save the Children East and Southern Africa (ESA) regional office, the Regional Psychosocial Support Initiative (REPSSI) is implementing a humanitarian mental health and psychosocial support (HUM – MHPSS) project that aims to influence the uptake of MHPSS services in Uganda, South Sudan and Somalia, through policy advocacy and promoting innovative child focused practices in humanitarian contexts.

One of the key outputs from implementation of this project was the development of a MHPSS advocacy and communication strategy, an iterative document that lays down the systematic process of using strategic communication to influence policy to promote the uptake of MHPSS services. This Advocacy and communication strategy aims to support the promo on of good practices and innovative MHPSS programming solutions, raise MHPSS awareness among different stakeholders, and support strategic and operational partnership building to promote the uptake of MHPSS services.

REPSSI seeks the services of a Consultant to review the MHPSS Advocacy and Communication Strategy taking into account topical and emerging issues, trends and new developments in the field and practice of Mental Health and Psychosocial Support.

2. Objectives

The main objective of the assignment are to:

  • Review literature and reports in Mental Health and Psychosocial Support policy and practice
  • Conduct interviews with stakeholders and partners involved in MHPSS policy formulation and programme development
  • Review the Mental Health and Psychosocial Support Advocacy and Communication Strategy 2022 – 2025
  • Compile a desk research report on Emerging Issues and Trends in Mental Health and Psychosocial Support in Humanitarian Emergencies

3. Scope of work

The Consultant will be expected to undertake the following tasks:

  • Review literature and reports on current policies and practices in MHPSS Advocacy and Communication strategies
  • Conduct interviews with REPSSI staff, stakeholders and partners in MHPSS advocacy and communication
  • Review the current MHPSS Advocacy and Communication Strategy 2022 – 2025
  • Produce a reviewed MHPSS Advocacy and Communication Strategy 2026 – 2030

4. Deliverables

The Consultant will be required to deliver the following:

  • Draft reviewed MHPSS Advocacy and Communication Strategy
  • Final draft of the reviewed MHPSS Advocacy and Communication Strategy

5. Qualifications and experience

The Consultant should have the following qualifications and experience:

  • Advanced degree in Social Sciences, Public Health or related field
  • At least 5 – 8 years of experience in reviewing policies, advocacy and communication strategies with a focus on Mental Health and Psychosocial Support in the ESA regions.
  • Demonstrated knowledge and experience in MHPSS Advocacy and Communication
  • Strong analytical and writing skills
  • Excellent writing skills in English
  • Previous experience in formulating and reviewing Mental Health and Psychosocial Support Advocacy and Communication strategies will be an added advantage

6. Duration and timeline

The consultancy is expected to be completed within 22 working days

  • Inception report: 2 days after contract signing
  • Review literature and reports on current MHPSS Advocacy and Communication strategies: 3 days
  • Conduct interviews on the MHPSS Advocacy and Communication Strategy 2022 – 2025: 10 days
  • Review the MHPSS Advocacy and Communication Strategy: 5 days
  • Presentation and submission of reviewed MHPSS Advocacy and Communication Strategy 2026 – 2030: 2 days.

7. Safeguarding

The Consultant must adhere to REPSSI and Save the Children safeguarding policies and procedures to ensure the protection and wellbeing of girls, boys and youth throughout the desk research process. This includes maintaining confidentiality and obtaining informed consent where applicable.
