The North Africa Migration and Development (NAMAD) project aims to enhance skills and labour market integration for migrant and host communities, and to strengthen protection support for vulnerable migrants, in Algeria, Egypt and Tunisia. It is funded by the UK Foreign, Commonwealth and Development Office (FCDO) and implemented by the International Organization for Migration (IOM).

Based on the needs in each country context, IOM will address specific barriers and gaps by providing a range of skills development trainings and will provide tailored humanitarian and protection support for migrants in vulnerable situations. This project will pilot a route-based approach, including strengthening follow-up in countries of origin and return (Guinea), to better measure the impact of the intervention and improve evidence-based learning to support sustainable programming. The project is being implemented from April 1, 2025 to March 31, 2026.

IOM is seeking a partner to evaluate how the program’s livelihood interventions achieve their intended results, the factors contributing or hindering these results, and the identification of good practices, lessons learned and recommendations that can guide future programming. In addition, IOM is interested in understanding how these livelihood interventions influence individuals’ decisions to migrate.

The findings and learnings from the evaluation will be used by the project team to review the overall outcomes of the project and inform future similar programmes. Further, results may be used by stakeholders (donors, governments) to assess the overall results and to contribute to the evidence base on how livelihood programming impact migrants’ decision making.

The evaluator is expected to come on board as soon as possible with the final deliverables being shared by March 31, 2026.
