NoRC is seeking for consultancy services (Individual consultants or companies) to conduct a donor mapping exercise to support the IFRC network in partnership with the Norwegian Red Cross (NoRC) to strengthen their resource mobilization towards growth and sustainability of core programmes common to both organizations, with a focus on climate and health.
- Identify potential funding opportunities through which the IFRC network can diversify its funding portfolio in the Asia Pacific region and increase funding opportunities for Host National Societies in the region, in particular those facing the most acute humanitarian / developmental challenges.
- Improve the predictability of the funding base by aligning donor priorities with the strategic goals of the organizations and identifying new areas for collaboration and partnership, using key criteria such as size of funding opportunity, strategic interest, longer term opportunities, potential support for national societies.
The overall objective of this consultancy is to contribute to the development of a Grant Acquisition Business Plan in support of funding diversification for health and climate programming in the region. This will entail:
- Identifying potential funding opportunities,
- assessing alignment with organizational goals,
- analyzing changing donor structures and priorities and
- Providing recommendations on how to remain competitive in the funding landscape.
At the conclusion of the consultancy, the following outcomes will be achieved:
- Donor Landscape Mapping Matrix: A comprehensive matrix capturing strategic information on potential donors for the IFRC network in the Asia region. This will provide a clear overview of donor priorities, trends, and funding opportunities across the identified sectors.
- Donor Engagement and Positioning Recommendations: A document outlining recommendations for improving donor engagement, building strategic partnerships, and positioning the IFRC network more effectively in the donor landscape.
The consultant is expected to produce the following deliverables:

Timetable for Donor Mapping
– A detailed timetable outlining the steps and process for conducting the donor mapping exercise.

Donor Mapping and Funding Opportunities Matrix:
– A matrix that includes trends in donor funding, specific opportunities available for the Asia region, and an analysis of donor funding modalities (e.g., grants, partnerships, multi-year funding).
– A clear timeline for each funding opportunity, eligibility criteria, and donor contact information.

Engagement and Positioning Guidelines:
– A guiding document to support the IFRC network in engaging with identified donors and positioning the organizations for successful partnerships.
– This could include strategies for improving visibility, communication, and donor relationships.
The consultant should meet the following criteria to be considered for this consultancy:
- Experience: A minimum of 3–5years of experience in resource mobilization, donor relations, or funding strategy development in the humanitarian or development sectors. Experience specifically with health, climate, WASH, and disaster response will be highly regarded.
- Proven track record in developing innovative financing modalities and partnerships for humanitarian or development organizations.
- Expertise in donor mapping: Proven experience in conducting donor mapping exercises, particularly for international organizations, NGOs, or intergovernmental organizations. Familiarity with institutional donors, foundations, and multilateral funding bodies.
- Regional Knowledge: Extensive demonstrated understanding of the donor landscape in Asia.
- Sector Expertise: Strong knowledge of health and climate programming, WASH, and humanitarian response initiatives, particularly in conflict and displacement contexts.
- Languages: Fluency in English is required. Other languages of the region will be an advantage.
Bidders are expected to show evidence and experience in these kinds of assignments. In addition, the bidders are expected to submit their proposals in English.
