The Institute for Strategic Dialogue Jordan (ISD Jordan) is seeking a consultant to assess Jordan’s legal framework on online hate speech and electronic crimes, and to develop recommendations for improvement. The role includes:

Legal Framework Assessment:
- Review and evaluate Jordan’s current laws and policies on online hate speech and electronic crimes.
- Identify gaps and compare Jordan’s framework with international standards.

Stakeholder Engagement:
- Conduct interviews with government officials, legal experts, law enforcement, civil society, and victims to gather feedback.

Data Collection and Analysis:
- Analyze data on online hate speech and electronic crimes in Jordan.
- Review case studies and legal precedents for practical insights.

Recommendations:
- Propose legislative amendments and new policies to enhance the legal framework.
- Develop a roadmap for implementing and enforcing these changes.

Reporting:
- Produce a detailed assessment report with findings and recommendations.
- Present the report to stakeholders and support discussions for implementation.
The consultant will deliver key outputs over a 4-month period from September to December 2024, including an inception report, an interim report, a final assessment report, and a workshop. The gross budget for this assignment is €6,000, with a duration not exceeding 15 days.
Person Specification: Candidates should align with ISD’s values, show respect for diversity and inclusivity, and adhere to ISD’s policies. Essential qualifications include an advanced degree in Law or a related field, at least 5 years of relevant experience, and strong analytical and communication skills. Proficiency in English and Arabic is required, with familiarity with Jordanian law and civil society preferred.
