What we are looking for

This is a key position for the region that will contribute and lead on advocacy deliverables for the Middle East and North Africa region. As such, to excel in this role, you will need to have relevant professional experience with humanitarian advocacy and the production of high-standard written materials.

Experience within the humanitarian, development, human rights, foreign policy, or similar field from volatile contexts with strong understanding of the international humanitarian system, policy and practice, with engagement and experience on displacement, durable solutions, protection and food security is necessary.

You will also need the ability to work with a wide range of actors, including government and regional entities, with expertise on representation and public speaking experience.

Fluency in English and Arabic, both written and verbal is an advantage and experience from Middle East and North Africa region is preferred.

What you will do

As a Regional Advocacy Advisor you will provide policy and advocacy support to the Middle East and North Africa Regional Office and Country Offices and be expected to provide in-country capacity and support as needed/requested by the country office.

Key responsibilities:

  • Contribute to and lead on policy and advocacy deliverables for the Middle East and North Africa region and countries.
  • Develop and implement region-and or country specific advocacy activities and outputs including research, analysis, and evidence to support advocacy strategies in the region.
  • Support Country Office teams with Advocacy guidance and the development of products as well as capacity building the Country Office teams and providing as-hoc cover.
  • Responsible for monitoring and analysis of humanitarian situations, emerging trends, and displacement patterns as relevant.
  • Prepare high-quality key messages, talking points, briefings notes, letters and other advocacy products as relevant for internal and external use, ensuring strong evidence-base in messaging and following agreed sign-off procedures.
  • Ensure linkages and build effective synergies between advocacy and programmes and develop evidence based products.
  • Represent NRC as relevant in meetings with key stakeholders and identify opportunities to advocate NRC’s position in meetings with policymakers and carry out briefings, including in different capitals.
  • Actively network with other organisations and support the development of joint field-based advocacy and positions towards target audiences.
  • Ensure internal communication and alignment with relevant NRC units and departments with the view of developing consistent policy positions.

What you will bring

  • Minimum five years relevant professional experience within the humanitarian, development, human rights, foreign policy, or similar field;
  • Experience from working in volatile contexts, preferably in the Middle East and North Africa region;
  • Strong understanding of the international humanitarian system, policy and practice;
  • Documented experience with humanitarian advocacy and the production of high-standard written materials (i.e. reports, briefing notes, position papers, talking points and key messages);
  • Documented experience with relevant thematic areas (displacement, durable solutions, protection, food security, humanitarian space), including through policy and advocacy engagement;
  • Ability to work with a wide range of actors, including government and regional entities as well as representation and public speaking experience;
  • Experience in carrying out assessments and focus group discussions;
  • Willingness and ability to travel within the region, including to insecure settings;
  • Fluency in English and Arabic, both written and verbal are an advantage.

What we offer

  • Duty station: Amman, Jordan or hosted within MENA Region Countries of Operation (Yemen, Syria, Jordan, Iraq, Palestine, Lebanon, Tunis/Libya).
  • Contract: 12 months.
  • Travel: 40% travel to countries within the Middle East and North Africa region based on need.
  • Salary/benefits: Grade 9 on NRC’s national/international salary scales, with accompanying terms and conditions.
