Recruitment of a short-term consultant to facilitate South-South Youth Climate Agenda Setting Workshops (Africa or Latin America)

1. Background

For almost 40 years, The Carter Center Peace Programs have been at the forefront of advancing peace, democracy, human rights, and the rule of law. However, the global landscape is changing rapidly. Rising authoritarianism, disinformation, growing inequality, pandemic shocks, climate change, and unregulated migration are among the more obvious manifestations. Coherent and innovative approaches are essential to meet the current set of challenges.

Recognizing that climate change poses an existential threat to millions of people around the world, and in line with the 2030 Agenda and the Paris Agreement on climate change, which includes promoting a human rights-based approach to climate action, The Carter Center is committed to integrating climate change and climate justice into its programming.

Currently, The Carter Center is implementing a pilot project to establish and co-develop a youth climate defense agenda in a participatory manner with youth CSOs in Zambia, the Democratic Republic of Congo, Mali, and Guatemala to pave the road towards including more youth climate change activist voices from the global south in COP30-Brazil.

We will support youth CSO partners through three virtual and one in-person workshops to develop a transnational youth-led climate priorities document and action plan, which can be leveraged to build partnerships with youth organizations and advocate with national governments ahead of COP30 to secure support. Though the exact topics of the workshops will be developed in collaboration between the consultants and the youth, topics of interest include introduction to data gathering on climate priorities, the effects of climate change in focus countries, focus country government commitments regarding climate change, and climate change advocacy/action planning.

We are seeking one Latin America based consultant (Spanish/English fluency) to lead the Guatemala-based workshop and one Africa-based consultant (French/English fluency) to lead the Zambia-based workshop. The consultants will work together to develop the training plan and materials and conduct the virtual workshops. Consultants can apply individually for this opportunity.

2. Objective

Under the supervision of the Peace Programs Climate Working Group, the consultant will be responsible for developing a four-session training plan related to climate change advocacy in the Global South and then will implement this curriculum in three virtual workshops and one in-person workshop.

3. Deliverables, Timeframes* and Payments**

The consultant will work from February 1, 2025, to June 30, 2025.

Deliverables

a. Four-part youth climate action plan training plan and materials, due February 12, 2025, $250

b. Facilitation of Workshop One (Virtual, one hour), February 14, 2025, $250 for three virtual workshops

c. Facilitation of Workshop Two (Virtual, one hour), April 15, 2025

d. Facilitation of Workshop Three (In Person Workshop in Guatemala OR Zambia, Two days), Guatemala: May 19 – 20, 2025 or Zambia: May 26-27, $500

e. Facilitation of Workshop Four (Virtual, one hour), June 16, 2025

f. Youth-led climate priorities document and action plan based on workshop findings, due June 20, 2025, $250

Total Payment $1250

*Workshop dates are approximate, based on participant availability

4. Qualifications/Competencies

  • Degree in environmental studies, environmental law, sustainability, or related field.
  • At least 5 years of relevant work experience at the intersection of climate change/climate justice and development, peace, democracy, human rights, or rule of law.
  • At least 5 years of experience developing and facilitating trainings and workshops
  • Strong relationships and networks including relevant work experience with government, NGOs, or relevant donors and implementers in the field of climate.
  • Strong analytical and writing skills with proven skills in policy recommendations and problem identification and solving.
  • Fluency in Spanish and English OR French and English

Interview (only for short-listed candidates) – 40 points
