As part of a holistic approach to achieve gender-sensitive justice, Dawlaty also works with women-led organizations on the ground to address structural obstacles against women’s human rights, to enable women to actively participate in their communities.

Job Purpose:

The Project Officer will play a key role in enhancing the capacity and effectiveness of Civil Society Organizations (CSOs) in Syria by promoting community-driven initiatives, fostering collaboration, and building resilient networks. The Project Officer will work closely with CSOs focusing on youth, women, and people with disabilities (PWD) to advocate for the inclusion and engagement of vulnerable groups at various levels.

The Project Officer will work closely with the Program Director and Program colleagues to ensure the implementation and management of partnerships of the programs in a timely, effective, and financially sound manner. The position encompasses a wide range of management and technical support tasks, including planning and coordination, budget development and management, donor reporting, partnership establishment and capacity building for local partners. The position requires engaging and/or leading knowledge production and advocacy efforts.

Key Duties and Responsibilities

Project Implementation and Development:

• Lead the project implementation, development, and improvement in coordination with the Program Director and Development Manager.

• Develop and monitor the project’s implementation plans, including work plan milestones and project budget/expenditure.

• Coordinate with other teams to ensure communication of project outputs and outcomes to relevant target groups, including donors, beneficiaries, and partners.

• Prepare narrative reports with the Program Director and Development Manager.

• Identify and manage risks associated with project activities.

• Work with the MEAL department to ensure comprehensive project monitoring and evaluation.

• Manage relationships with consultants and experts engaged by Dawlaty.

• Build and maintain strategic partnerships with community-based organizations, local civil societies, and various stakeholders.

• Lead the online advocacy campaign process by working closely with the designer to ensure the quality and suitability of designs, manage content, and oversee campaign products such as posters and videos.

• Monitor sub-grant activities to ensure delivery of committed outputs, adherence to Dawlaty guidelines, and participation in key sub-grant events.

• Identify and address partners’ capacity-building needs in coordination with the Program Director and relevant staff.

Representation and Coordination:

• Develop and maintain working relationships with relevant international and local organizations, especially those working on similar programs.

• Represent Dawlaty at relevant meetings and conferences.

Supporting the Management of the Organization:

• Participate in and support the organization’s overall management, ensuring coordination between departments and compliance with all policies and procedures.

Qualifications (Requirements):

• Bachelor’s degree in Social Sciences, Law, Project Management, or a related field.

• 3-5 years of experience in project management, capacity building, or a related field, preferably within the context of civil society organizations.

• Strong understanding of the Syrian context and the challenges faced by CSOs.

• Ability to prepare narrative and financial reports.

• Ability to build networks and maintain strategic partnerships.

• Proficiency in Arabic and English.

Skills and Competencies:

• Excellent organizational, communication, and interpersonal skills.

• Ability to manage multiple tasks and meet deadlines.

• Ability to work independently and as part of a diverse team.

• Flexibility to work outside regular hours when necessary.
