The Diakonia International Humanitarian Law Centre is an independent expert group that provides rapid and in-depth advice on the laws of war to ensure the protection of people in conflict zones worldwide. As a centre of excellence, we share knowledge about and promote international law relevant for situations of armed conflict through research, advocacy, and training. Our rapid and in-depth analyses enable the humanitarian sector to respond to urgent needs and improve international law and its application.
The Centre is part of the Swedish development organisation Diakonia and has regional teams based in Bamako, Nairobi, Beirut, and Jerusalem, which cover conflicts in the Middle East, West Africa, East and Central Africa and emerging crises worldwide.

PURPOSE OF THE POSITION
The Programmes and Partnership Manager will provide management of the programmatic portfolio of the Centre, and expert quality assurance across the Centre’s methods work, as well as lead the development of tools and standards in line with institutional commitments. The Programmes and Partnership Manager will also be tasked with the strategic development of the programme, coupled with innovative methods work, to facilitate high quality programmatic interventions with accompanying tools to frame and shape powerful and change driven interventions, helping to facilitate positive behaviour change in crisis settings.
POSITION OVERVIEW
We are seeking an experienced and passionate Programme and Partnerships Manager to lead and coordinate the programmatic and methodological work for our Centre, alongside management of our partner portfolio.
This entails:
- Lead the strategic development of programmatic initiatives across the IHL Centre, ensuring programmatic coherence and alignment of our initiatives with global policies and steering documents.
- Lead the Centre’s methods and result analysis work, ensuring quality and adherence to best practices.
- Manage our partnerships with external actors and donors to advance, programme results, synergies and collaborative ways of working.
- Be responsible for the grants management, monitoring, reporting and learning of the program, in collaboration with the IHL Centre Director and global support teams
Your work puts people we work for and the contexts we operate in at the Centre. In doing so, you sustain a human rights-based approach and the perspective of people living in armed conflict. You report to the IHL Centre Director and collaborate closely with IHL Centre staff, as well as other Diakonia programme staff and global support teams.
ESSENTIAL QUALIFICATIONS AND EXPERIENCE
We are looking for an experienced Programme and Partnerships Manager, one having worked on humanitarian or human rights related work. You have over 8 years of experience in human rights, development or humanitarian work that includes:
- Master’s degree in relevant area or equivalent experience
- International postings
- Programme management
- Grants management and financial oversight
- Leading and coordinating multidisciplinary teams and complex processes
- Experience in strategy planning and operational development
- You speak and write in English fluently
- Methodological experience in theory of change, results-based management and monitoring, evaluation and learning methods
- As a person you are solution oriented and a good team player
This is a plus:
- Thematic experience of international humanitarian law and human rights law
- Proficiency in French, Arabic.
