Background of the Project

Overall project objective:

The overall Objectives of the INUANA Project was to strengthen the resilience of vulnerable refugees and host community through engagement in sustainable livelihoods and appropriate humanitarian response. The project had four specific objectives, namely:

1. To ensure that Schools have sufficient basic equipment, teaching materials, and facilities to provide a quality child friendly learning environment.

2. Empowerment of Parents/caregivers, so that they can afford to pay school fees and actively support their children’s education.

3. Increasing household capacity to maintain and improve income, assets, and food security in the face of outside stresses and shocks.

4. Promotion of a conducive and peaceful environment that allows for children and teachers to engage in learning and teaching.

The INUANA Project builds on DCA and partner SAPCONE’s years of experience working in Turkana County to build the resilience of communities while promoting peace parallel to humanitarian response programming.

2.0 Purpose of Content Gathering

DCA Kenya wants to gather, document and showcase the impacts of Inuana project. The communication products will later be disseminated on DCA Kenya’s and partner’s platforms.

To this end it will commission a service provider to produce high resolution videos and photos focusing on 3 areas.

  1. Impacts of climate change on livelihoods of people living around Lake Turkana.
  2. Impacts of increasing household capacity to maintain and improve income, assets, and food security in the face of outside stresses and shocks vis-a-viz supporting their children education.
  3. Impacts of DCA’s interventions on school’s enrolment in selected schools in Turkana County.

3.0 Scope

Geographical Area

The activity will be carried out in the selected project sites in Lake Zone, Kalokol, Kangatotha, Kerio and Katilia Wards, in Turkana County.

Period

The activity will be carried out in April – May 2024. This period will cover multimedia content gathering and dissemination.

Key activities and output:

  • 3 videos i.e**., Video 1 – 3 mins, Videos 2 & 3 – 90 -120 secs** plus B-roll packages shot on HD video quality, 25 frames x second, to include general and contextual view s, interviews and cutaways of people interviewed.
  • DCA Kenya Communication Assistant (CA) will guide on the timecodes and transcripts of interviews.
  • 10 – 20 high quality photos of people interviewed, contextual and action photos with extended captions for each, identifying people in photographs, context, where photo is taken and what’s happening. DCA CA to guide on date protection guidelines and informed consent.

Delivery:

  • The service provider shall send all the multimedia material (photos and videos) via secure data sharing platforms in coordination with the DCA Communications Assistant.
  • All captions accompanying photos shall be submitted in one word document, making reference to every photo file in each caption.
  • The service provider shall update by email the Country Director , Head of Programmes and Communication Assistant about the progress of content gathering after every field trip.
  • The final products shall be delivered within two weeks of commissioning.

Workflow:

An initial meeting will be convened by DCA and attended by the consultants, DCA and SAPCONE staff. This meeting will outline the scope of the activity and agree on the project participants, locations to be covered and timelines.

The consultant will also outline the resources and documents that he/she will need to deliver the task and use the opportunity to clarify expectations of DCA.

4.0: Documentation roles and responsibilities

Roles and Responsibilities of DCA, SAPCONE.

DCA, SAPCONE will jointly accompany and support the service provider. For administrative purposes, DCA is responsible for managing the contract including the procurement process, signing agreement with the selected company/firm, managing communication, while SAPCONE will be actively involved in identifying respondents and project sites to be visited.

General Terms

The general terms and conditions of this consultancy are:

A contract will be signed by the consultant(s) prior to commencement of this consultancy which will detail additional terms and conditions of service, aspects on inputs and deliverables.

Professional fee

The consultant(s) will be paid professional fees in accordance with this TOR (Terms of Reference) , the submitted financial proposal and within DCA’s approved rates.

Payment Details

The consultant(s) will receive remuneration under the following terms of payment, which will be based on the output of the work and not on the duration that it might take:

Payment schedule

40% of the total shall be paid upon submission and approval of an inception report. The remaining 60% shall be paid after a final satisfactory report and other outputs are submitted and satisfactorily signed off by DCA.

Tax

A 5% withholding income tax payable to the Government of Kenya (Gok) shall be deducted from the consultants’ fees during payment when relevant.

NB:

The consultant(s) will cover his/her own cost of travel to the field and back, meals, and accommodation during delivery of the assignment.

5.0 Response to the Call

The contract will be awarded to a consultant(s)/firm, who/which meets the following criteria:

  • Fluent in English and Swahili – working knowledge of Turkana is an advantage.
  • Excellent photography and videography skills.
  • Proven experience in working with Adobe Photoshop, Adobe Premiere Pro, Final Cut Pro (have valid Adobe Cloud license) etc.
  • Experience working for international organisations is an added advantage.
  • Ability to deliver high quality work even when under pressure.
  • Outstanding communication skills.

All expressions of interest should include the following:

  1. A Technical proposal which includes the following:
  • A short outline of steps employed, and equipment used during the process. Maximum 2 pages
  • Sample work done to other clients including link to videos and photos. working knowledge of Turkana is an advantage.
  • A summary of the skills and experience of the proposed lead service provider and the consultant(s) together with CVs showing relevant previous assignments and the details of at least three referees. Maximum, 3 pages.
  • Brief company profile with the company’s name, contact details and a brief background (for firms/companies);
  • Company’s statutory documents (Certificate of registration or incorporation, CR12, KRA Pin and a Valid Compliance certificate) Individuals to provide copy of ID card and KRA PIN of director.
  • A minimum of two recommendation letters.
  1. Financial Proposal:

The financial proposal should provide itemized cost estimates for services rendered including daily consultancy fees related to the consultant’s, accommodation and logistics costs.
