Mental Health and Psychosocial Support (MHPSS) Program Manager

Job Overview:

The MHPSS Program Manager is responsible for program implementation and will provide oversight, management, and support for all program activities, staff, and funding streams.

Major Responsibilities:

  • Oversee all aspects of the MH, SOT and SASIC programs at IRC Seattle including program implementation, development, grant management, budget oversight and management, leadership, and staff support and supervision.

Program Implementation

  • Support staff to implement Mental Health, Servivour of Torture (SOT) and Services for Afghan Survivors Impacted by Combat (SASIC) Program activities
  • Provide specialized and intensive support as needed to IRC clients who may be experiencing a mental health concern
  • Ensure follow-up care for clients of concern
  • As needed support or provide intake and assessment to individuals and families
  • Document activities through case noting and data entry
  • Work with the local office and IRC national leadership to develop or refine mental health and crisis related protocols
  • Develop and review program reports and collect data for evaluation, tracking, and reporting purposes and to ensure compliance with donor requirements
  • Support and develop monitoring and evaluation activities to assess program activities, document accomplishments, identify promising practices and lessons learned, and respond to participant and community feedback and needs
  • Develop and maintain strong community partner relations, establish coordination meetings, and communicate regularly with partners
  • Increase visibility of the MH, SOT and SSAIC programs through social media, and other media
  • Develop and manage all assigned budget in collaboration with health and wellness program director and finance team

Program Development

  • Identify unmet needs, design programming, and develop funding to address gaps in services in response to staff, participant, and community feedback
  • Support the development of high-quality funding proposals in collaboration with program and development teams
  • Research and pursue private and public grant funding to sustain and expand Mental Health program
  • Collaborate with IRC’s National Safety and Wellness Technical Unit to pursue funding opportunities
  • Develop new strategic partnerships and funding opportunities and reach out to new potential partners to sustain and expand the Mental Health program
  • Maintain and develop relationships with funders and other partners who contribute donated services, time, funds, and goods to support the Mental Health program

Grant/Budget Management

  • Act as budget holder for all MH, SOT and SASIC funding streams
  • Manage Time & Effort reporting, track spending, develop and follow program and grant spending plans, monitor budget vs. actuals, meet regularly with Finance department, lead monthly Budget vs. Actual/Program Check In meetings with support from Development, Finance, Operations teams, and Leadership
  • Manage budgets and approve expenses for MH, SOT and SASIC related funds, ensuring costs are maintained within allocated budgets
  • Develop and update evaluation tools to track progress and outcomes in MH, SOT and SASIC programming
  • Coordinate data collection and tracking efforts, including case notes for key services provided to MH, SOT and SASIC participants and reports for funders and/or IRC headquarters
  • Understand requirements of each individual grant and funder for MH, SOT and SASIC programs
  • Responsible for compliance and timely reporting under multiple funding streams

Leadership

  • Act as the leader of the MH, SOT and SASIC programs providing strategic vision and ownership of program objectives
  • Organize and participate in annual planning activities for the MH, SOT and SASIC programs including developing and defining a vision and strategy in collaboration with MH, SOT and SASIC teams, Health & Wellness Director, Deputy Director, Executive Director, and other relevant staff
  • Represent IRC and MH, SOT and SASIC Programs with partner organizations, funders, program participants and other community stakeholders
  • In conjunction with other Program Managers take ownership of relevant strategic objectives, provide guidance and oversight to the appropriate objectives in the IRC Seattle Strategic Action Plan
  • Work with IRC Seattle Senior Management Team, program leads and other staff, and ensure a good working relationship with all internal departments/programs in the design and coordination of new programming, provision of services, development activities, public relations materials, events and media communications

Staff Support and Supervision

  • Supervise the MH, SOT and SASIC programs and teams which provides identified evidence-based interventions with individuals and families in the community
  • Oversee the recruitment, hiring and training of new team members and volunteers
  • Utilize IRC’s People Management Standards including regular team and individual meetings, clear expectations, effective feedback, responsive support, and adaptive management approach
  • Ensure program staff engage in training on trauma-informed approach and other relevant professional development and work to incorporate trauma-informed approach into service delivery, workload management, and staff supervision and support
  • Provide mentorship and support to staff around professional development, workload management, trauma-informed approach, and staff wellness
  • Cultivate an environment of teamwork through regular program meetings and on-going training
  • Collaborate with team members to set performance and development goals and check in regularly on progress
  • Conduct mid-year and annual performance management evaluations
  • Participate in IRC Seattle staff meetings, training, staff wellness activities, and fully engage as member of the team
  • Comply with all policies, procedures, and protocols of the agency
  • Perform other duties as assigned

Position Reports to: Health & Wellness Programming Director

Position directly supervises: Senior Program Specialist, Ukrainian Peer Support Specialist, Attachment Vitamin team/staff and SOT/SASIC coordinator

Other Internal and/or external contacts:

Internal: other IRC Seattle program teams, IRC Seattle Finance and Operations teams, IRC Seattle Development, External Communications, and Volunteer support teams, Mental Health Technical Adviser, Evidence-based intervention trainers,

External: MH, SOT and SASIC and all other Partners

Job Requirements:

Education:

  • Master’s degree with focus on mental health, social work, or other relevant area strongly preferred, equivalent professional experience will be considered

Work Experience:

  • Three years of progressively responsible experience in the areas of Mental Health/Social Services, Refugee and Immigrant Services, Humanitarian Relief, Program Management, Grant Management, Grant Compliance, Staff Supervision, Donor Relations

Demonstrated Skills and Competencies:

  • Experience in assessing and responding to mental health concerns and safety concerns including those related to abuse, neglect, exploitation, and other issues related to interpersonal violence
  • Experience in providing training, coaching, and/or supervision
  • Knowledge of the mental health and social service system in the geographic area
  • Experience working with refugees and immigrants strongly preferred; lived experience as a refugee or immigrant highly valued
  • Strong understanding of trauma informed care and commitment to client centered, strengths based, and culturally appropriate services
  • Outstanding communication and interpersonal skills
  • Highly organized with excellent problem-solving skills and demonstrated ability to multi-task, prioritize duties and manage time effectively
  • Ability to work independently and as a team member in a fast-paced, cross-cultural environment
  • Demonstrated success working and communicating effectively across lines of difference with respect to race, gender, ethnicity, language, religion and age
  • Ability to follow strict guidelines of client confidentiality and safeguarding
  • Proficient in Microsoft Office applications (Word, Excel, Outlook) and familiarity with data-tracking systems
  • experience working with and ability to interact and connect with people from diverse backgrounds
  • Public speaking experience and ability to professionally represent IRC and its mission
  • English proficiency, both spoken and written, and professional proficiency in language(s) of local immigrant and refugee communities (i.e., Arabic, Dari, Kinyarwanda, Pashto, Somali, Spanish, Swahili, Ukrainian, Burmese, Nepali etc.) preferred
  • Computer skills, particularly knowledge of Word, Excel, and all Microsoft Office applications
  • Commitment to anti-racism and ongoing learning

Working Environment:

  • Standard, professional office environment combined with community-based work. The Position is hybrid.
  • Access to a reliable transportation to travel regularly throughout the service delivery area is required

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
