This call for expression of interest is open to all eligible consultants, in accordance with hulo’s procedures and principles.

Context of the consultancy :

Global context – Introducing hulo

Hulo, Humanitarian Logistics Cooperative, is the first humanitarian European Cooperative Society (ECS) to be created in June 2021. By December 2024, hulo had 14 member organizations: ACTED, Action contre la Faim (ACF), Bioport, la Croix-Rouge française (CRF), Fleet Forum, Handicap International / Humanity & Inclusion (HI), INTERSOS, Médecins du Monde (MDM), Norwegian Refugee Council (NRC), Oxfam Intermón, Plan International, Première Urgence International (PUI), Solidarités International (SI), and Welthungerhilfe (WHH).

Its aim is to increase the impact of humanitarian aid by strengthening links and solidarity between humanitarian logistics players and improving performance through the pooling of logistics and supply chain resources and expertise. Hulo’s Joint Initiatives are already underway in 7 countries (Burkina Faso, Chad, Colombia, Central African Republic, Democratic Republic of Congo, Lebanon, Jordan – for the Syrian crisis). Activities in the field include joint purchasing, joint human resources, joint environmental initiatives and a web platform for pooling resources. These initiatives save time and money, improve the quality of goods and services provided and, as a result, deliver more effective help to those who need it most. As a cooperative, hulo can rely on the network and expertise of its members (all established humanitarian organizations). Hulo currently employs around 40 people and is expanding rapidly.

Specific context – Need for marketing support at head office

After the phase initiated in 2021 of testing different solutions and methodologies to boost mutualization in the humanitarian sector, hulo is entering a new phase of scaling up.

This new phase requires us to build clear offers and to develop our attractivity. Building on our value creation and our specific characteristics as a cooperative, we aim to develop and apply our vision, which differs from that of traditional service providers in the humanitarian sector.

Deeply rooted in the humanitarian sector, the cooperative currently has no pool of marketing skills. We are looking for short-term support in order to :

  • Help us better understand our field of activity and the challenges of marketing
  • Carry out an example on one of our existing services to validate this understanding
  • Assist us in defining our needs and the possible scenarios/methodologies for achieving our objective

Priorities and deliverables :

After having analyzed and understood the entire hulo ecosystem and the products and services developed by the cooperative, the consultant will provide the following deliverables, in French and English:

  • A marketed hulo service
  • Precise specification of hulo’s marketing needs, and definition of priorities in line with hulo’s global strategy.
  • Various possible support scenarios to meet the needs identified. These scenarios will need to be assessed for their relevance, and recommendations made as to which scenario should be preferred.

The timetable for delivery of deliverables and their format will be defined in conjunction with the consultant and hulo’s Director of Development & Communication.

Consultant profile

  • Excellent writing skills in English and French.
  • Proven expertise in marketing strategy design
  • Knowledge of the cooperative or humanitarian sector valued
  • Ability to build bridges between different sectors and operating modes
  • Ability to reformulate, understand, express and have others express a need in different terms

Management and reporting lines

Operational management of the project will be the responsibility of hulo’s Development Director.

Calendar

The proposal must take into account the project’s short deadlines.

  • The consultant must be available for the assignment from January 2025.
  • The new methodology should be proposed in February 2025.
  • The operationalization of this methodology (up to and including the selection of the service provider or recruitment of the collaborator) may be extended until March 2025.

Application and contracting process :

The selected consultant or entity will be contracted by hulo for a period of 3 months, with no obligation to work full-time for hulo during this period. He/she should highlight the key stages of the consultancy in his/her application. The tasks described can be carried out 100% remotely

The service is estimated at around 8,000 euros, including tax.

Hulo calls for applications for all the services described above. Interested Consultants should submit their applications including

  • Detailed financial proposal (daily rate with descriptions of other costs)
  • Description of the proposed intervention in relation to the understanding of the Terms of Reference.
  • Provisional implementation schedule
  • Profiles (CVs) proposed to carry out the proposed intervention

An initial selection will be made on the basis of the quality of the bids received, before the selection cycle begins, which will include presentation of the proposal to the project team in accordance with the hulo cooperative’s rules and procedures
