The Resilient Navigation Solutions (RNS) Portfolio, within the Collins Mission Systems Strategic Business Unit, is seeking a Manager, Contracts.

The Manager, Contracts will support complex development programs and new business pursuits. The development efforts hold the keys to the future of the RNS Portfolio.

The contracts are comprised of United States Government (USG) Department of Defense (DoD), Direct Commercial Sale (DCS) contracts with Domestic and International customers, and Other Transaction authorities (OTAs).

We are seeking a highly motivated, well-organized individual who enjoys working in a dynamic and challenging environment on collaborative, cross-functional teams. The candidate will regularly apply strong business acumen and subject matter expertise to resolve complex contractual matters.

What You Will Do:

  • Communicate with internal and external customers to establish mutually beneficial relationships and frequently influence business decisions.
  • Interface with the customer on all contracting matters, and act as a liaison between the cross-functional team and the customer
  • Implement strategies to improve acquisition timelines and customer pace of contractual actions.
  • Drive results and closure of actions by proactively investigating matters, applying critical thinking, gathering detailed information, seeking innovative contracting techniques, and collaborating with relevant stakeholders.
  • Employ robust change management practices to mitigate unauthorized changes while balancing the requirements of development and transition-to-production programs.
  • Recognize and eliminate ambiguities or unauthorized changes to contract requirements that could result in cost overruns, schedule delays, or performance issues.
  • Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture, and deliver a financially sound business case while meeting company policies and standards.
  • Develop pre-negotiation objectives and implement negotiation strategy reviews as part of the proposal development process.

Qualifications You Must Have:

  • Must have a minimum of 8 years of professional experience working with US Government contracts and related regulations, such as the FAR, DFARS, and ITAR, as well as experience with DCS contracts.
  • Experienced in defense contracting including administration/management of OTAs, cost-type contracts, fixed-price type contracts, USG DoD and DCS contracts for development, transition to production, full rate production, sustainment, and services.
  • Direct experience in the development of proposals, including sole source and competitive pursuits, as well as intensive fact-finding and negotiations.
  • Knowledge of the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)
  • Demonstrated ability to shape results in support of objectives, including ability to communicate with and influence executive leadership.
  • Active and transferable U.S. government issued security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • U.S. citizenship status is required as this position requires an active/transferrable DoD Secret Clearance on Day 1 of employment.

  • Note: This role primarily supports a team located in El Segundo, California however the role is open to candidates in remote locations.

The salary range for this role is 96,000 USD – 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
