Objective

Overview:

Christian Aid’s (CA) humanitarian offer includes survivor and community led response (sclr) and linking preparedness response and resilience (LPRR). CA have invested significantly in locally led action as part of our humanitarian offer, with well documented success across multiple countries. The natural synergy of the humanitarian signature and LPRR is “locally led anticipatory action”.

Introduction and purpose

As part of a DEC “collective initiative” CA has collaborated with 10 national and international agencies to submit a proposal on demonstrating and documenting best practice combining Locally Led Anticipation Action (LLAA) and area based Disaster Risk Reduction (DRR) in Northwest Syria. If this proposal is successful, we will need to be ready to act immediately, therefore this consultancy is being advertised in advance of funding being confirmed.

CA are looking for a specialist who has experience of delivering a survivor and community crisis led response, (sclr), LLAA, and DRR, and who also has experience of working in partnership. The consultancy period is between July 2024 and January 2025.

Scope

It is expected that between July 2024 and January 2025 there will be 6 “chunks” of work to be delivered. The days indicated are for reference only and are to be negotiated between the consultant and the hiring manager. It is expected that this work will require a minimum of 20 days and a maximum of 45 days.

Chunk 1: Technical kick off in July or August 2024 (online or in Türkiye)

Deliverables

  • Summary report of kick off including recommendations for action
  • Review and adapt project workplan with technical input in collaboration with technical leads
  • Review and adapt project MEAL plan with technical input

Chunk 2: At least one LLAA co-design either online or in person at the end of August / start of September 2024.

Deliverables

  • Co-design and LLAA roll out workplan approved by CA
  • Co-design tools and resources for use by the consortium
  • Co-design report including recommendations
  • A learning workplan developed with outputs approved by CA

Chunk 3: At least one facilitated technical learning and reflection session in October

Deliverables

  • Learning sessions on consortium members experiences of LLAA conducted in line with the learning workplan
  • Learning report produced including recommendations for action

Chunk 4: At least one facilitated technical learning and reflection session in December

Deliverables

  • Learning sessions on consortium members experiences of LLAA conducted in line with the learning workplan
  • Learning report produced including recommendations for action

Chunk 5: At least one facilitated technical learning and reflection session in Mid-January

Deliverables

  • Learning sessions on consortium members experiences of LLAA conducted in line with the learning workplan
  • Learning report produced with recommendations for future planning.

Chunk 6: Co-production of resources

Deliverables

  • Review and edit a position paper on LLAA as part of area based localised DRR frameworks.

  • Collaborate with the CA focal point on the development of a roadmap for DEC member agencies to review their internal systems and processes in a way which would support the scaling up of locally led anticipatory action.

  • With the support of a translator, copy editor, and CA produce a summary toolkit for implementing LLAA in complex contexts

    The consultant will be expected to coordinate with:

  1. The CA Türkiye Syria Earthquake (TSEQ) response team including the TSEQ Syria programme manager, and programme officers.

  2. The CA global humanitarian manager for the Middle East and Ukraine, as well as other relevant Humanitarian Division stakeholders such as the Head of Humanitarian Policy and Practice, and the Humanitarian appeals manager.

  3. The international, local, and national consortium members who are part of this collective initiative

    Delivery /Activity plan

    It is expected that between July 2024 and January 2025 that this work will require a minimum of 20 days and a maximum of 45 days. There is no scope for an extension.

    The consultant will be expected to work remotely, with some travel to the region (Türkiye) if required.

Essential

  • University masters degree or equivalent professional experience in development studies, disaster risk reduction, humanitarian response, or other relevant subject.
  • Experience of shifting power and resources to crises affected people, understanding the justification for, as well as the practical application of people-centred approaches, preferably in humanitarian contexts.
  • Excellent skills in written English.
  • Demonstrable experience of developing resources on practice and learning to a diverse audience via various means, including papers, mentoring, presentations, and trainings and workshops.
  • Knowledge of humanitarian principles and international standards including SPHERE, the Red Cross Code of Conduct for NGO’s working in emergencies, and Core Humanitarian Standard (CHS).

Desirable

  • Technical experience or qualification in a relevant humanitarian discipline.
  • Written or spoken Arabic.
  • Experience of supporting those who are working in high-risk / insecure contexts.
  1. Payment terms

    1. CA standard payment term is 30 days from submission of correct invoice
    2. It is expected that payment will be based on an invoice associated with deliverables.
