Global Rights Compliance (GRC) is an international legal foundation focused on bringing perpetrators to justice for atrocity crimes. We have a presence in the Hague, London and Kyiv.

GRC is the only international organisation consisting of ICL specialists that has been consistently present in Ukraine since 2015, working with the OPG, law enforcement agencies and CSOs to document international crimes and bring about criminal accountability.

GRC is an implementing partner of the Atrocity Crimes Advisory Group (ACA). The ACA is a multilateral initiative established by the United States, the European Union, and the United Kingdom to provide strategic advice and operational assistance to Ukraine’s Office of the Prosecutor General (OPG) in the investigation and prosecution of atrocity crimes in Ukraine. As such, GRC in Ukraine works in support of the Office of the Prosecutor General (OPG) through deploying several Mobile Justice Teams (MJTs) which assist the OPG in all aspects of investigation, case building and prosecution. Our headquarters for this project are in Kyiv, Ukraine. GRC’s MJTs operate throughout Ukraine in areas of interest to the OPG and have acquired an intimate knowledge of the conflict operating environment, and built trust-based relationships with all criminal justice system actors, relevant governmental bodies, CSOs and international partners. Our blend of technical expertise, knowledge of the Ukraine context/conflict and language proficiency is unrivalled, and is without doubt our unique selling point.

Our UJ project, Supporting Universal Jurisdiction Cases to Pursue Accountability in Ukraine, supports national authorities when engaging with universal jurisdiction processes in third-States. In particular, the project will focus on building the capacity of national actors and ensuring a strategic approach is taken towards the proactive engagement of authorities in universal jurisdiction processes.

We are seeking an experienced Legal Expert to join our team. The successful candidate will have extensive experience in International Human Rights, Criminal or Humanitarian law, and should be knowledgeable of the Ukrainian legal system. The candidate will be organising high level events relating to the use of Universal Jurisdiction in Ukraine.

Duty Station: Remote, with potential for occasional travel to Ukraine.

Contract Duration: Up to 73 days over 5 months.

The Challenge

  • Work with Ukraine’s Office of the Prosecutor General and relevant CSOs to identify specific areas where universal jurisdiction processes would act as complementary to ongoing domestic prosecutions.
  • Lead the process of drafting a strategic document relating to the use of universal jurisdiction in Ukraine.
  • Support and organize high-level events relating to universal jurisdiction for crimes committed in Ukraine.
  • Support the development of strategic communication and media initiatives.
  • Align with other team members to ensure efficient working streams and timely completion of project deliverables.
  • Provide mentorship and support to other team members, offering guidance to enable them to perform to their full potential.

Your Background

  • Minimum 7 years of experience in international human rights, criminal or humanitarian law, or political science.
  • Knowledge of the Ukrainian legal system.
  • Experience working on the Ukraine conflict, and with Ukrainian national authorities.
  • Experience and understanding of universal jurisdiction processes.
  • Experience with non-for-profit (NGO) or human rights organisations and/or national or international criminal justice authorities.
  • With a proactive character, suggesting solutions and approaches, anticipating problems, and foreseeing potential challenges.
  • Excellent organisational and communication skills; ability to work independently in a fast-paced, detail-oriented environment and efficiently organise the workflow of a diverse team.
  • Able to work on their own initiative and with limited supervision, without requiring detailed guidance to get started but who can be given a desired outcome and figure out the action areas required to reach it.
  • Able to work as part of a multicultural team working towards a common goal and respectful of differentiating working approaches.
  • Outstanding written and verbal communication skills in English.
