BACKGROUND ABOUT THE PROJECT

Tawazon – Promoting the Voice and Leadership of Women activity aims to create transformative change that enhances women’s voice and agency. To achieve these goals, Tawazon will:

  • Strengthen the capacity of government partners to adopt and enforce egalitarian legislation and strategies and increase the availability of gender-sensitive research and data.
  • Develop and implement strategies to promote equitable social norms, address norms harmful to women and girls, raise awareness of gender-based violence and provide platforms for women and girls to voice their needs and concerns.
  • Enhance women’s leadership skills and opportunities by supporting systemic mechanisms to provide them with resources to meaningfully engage in their communities and realize their full potential, as well as help girls and women exercise their rights within and outside the domestic domain so that they are able to make decisions about their own lives and futures.
  • Enrich collaboration amongst Gender Community of Practice in order to strengthen coordination, scale innovative ideas, and promote accountability to gender equality among practitioners

Gender actin Plan – Context-

The Gender Action Plan within Tawazon is a document that aims to operationalizes the results and recommendations of the Gender Equity and Social Inclusion Analysis Report (GESI) as well as the findings of the Gender Transformative Marker (GTM) application and provides specific gender actions to be considered by the Tawazon project staff and strategic partners. These actions will help to further promote opportunities for women and girls and support GESI integration across Tawazon objectives to strengthen community commitment for GESI. As part of the ongoing action plan efforts, Plan Jordan should work with the Tawazon consortium to implement the actions outlined in the Gender action plan. Plan will also utilize the Gender action plan along with the gender transformative marker to explore ways to support external partners on the rolling out.

OBJECTIVES

The consultancy’s focus will be on providing Tawazon with effective startegy to roll out the project gender action plan through effectively review, validate, and ensure alignment of the Gender Action Plan (GAP) within Tawazon’s objectives to support increasing awareness and familiarity on the main Tawazon GESI priorities while also securing acknowledgement and validation from various units within Tawazon and different stakeholders. Also, the focus should be on producing a finalized GAP version that is based on the prioritized gaps and interest within Tawazon internal and external stakeholders.

ACCOUNTABILITIES

  • Ensure compliance with project timelines and deliverables, meeting deadlines for the assigned deliverables.
  • Ensure proper communication and reporting with Tawazon focal point.
  • Liaise and collaborate with relevant key stakeholders including Plan International staff, to gather feedback and needed data.
  • Ensure that key learnings are extracted and properly documented from the different stakeholders, and incorporated in the final version of the GAP document.
  • Ensure proper follow up on the GAP rolling out during the first month of implementation.

APPROACH

  • A thorough review of Tawazon Gender Action Plan (GAP).
  • Identifying Internal and external stakeholders.
  • Consult with the relevant stakeholders involved in or affected by the GAP through KII and workshops.
  • Finalizing the Gender Action Plan document including outcomes and indicators to monitor the implementations along with a tracking tool to support the process.

Deliverables/Indicators

  • Conduct up to 6 KII’s with the stakeholders.
  • Clear and comprehensive presentation that outlines the current state of Gender Action Plan within Tawazon, and the proposed strategies and initiatives within the GAP, and the expected outcomes.
  • Organize a minimum of 2 Review/Validation workshops with internal and external stockholders
  • Lead and facilitate workshops and discussions to encourage participation and feedback.
  • Document meeting outcomes, including decisions made, action points, and commitment plan.
  • Finalized and approved Gender Action Plan
  • Developed and approved a tracking tool that outlines the main roles and responsibilities identified by the stakeholders, along with the timeframe/deadlines.

Key relationships

In the context of the assignment described, the key relationships can be summarized as follows:

  • (Tawazon Team -The Promoting the Voice and Leadership of Women – PVLW): The service provider must maintain regular communication with the client to ensure that the Gender action plan aligns with the project’.
  • External stockholder’s ( National Democratic Institute, JNCW, USAID Implementing partners, etc).
  • Plan international technical team as needed.

Timeline

The contract shall start from the date of signing the agreement and the complete result should be provided to PLAN as below:

  • Review of the current Gender Action Plan, GESI report recommendations, and Gender transformative markers, no later than 1 week.
  • Review/Validation activities ( KIIs and workshops) no later than 4 weeks.
  • Finalized tracking tool, no later than 1 week.
  • Final version of the Gender Action Plan no later than 2 weeks.

Level of contact with children

This procurement process does not involve direct contact with children.

Technical expertise, skills, and knowledge

General Qualification/skills required

  • No less than 3-5 years of Gender experience.
  • Experience working with USAID or any US entities is a MUST.
  • Experience in collecting data and reporting.
  • Experience in facilitating validation workshops.
  • Experience in MEAL is an advance

Evaluation Criteria

65% technical review divided as the following :

  • 20% Previous experience with USAID projects
  • 20 % Familiarity with gender related reports.
  • 25% Experience in data collection ( workshops) and MEAL.

30% financial review

5 % gender responsive procurement

Plan International defines a gender-responsive business as one that meets criteria for integrating gender equality and women’s empowerment principles in its policies and practices, and which is aligned to international norms and standards. This could be: a. Women-owned business:

  1. legal entity in any field that is more than 51% owned, managed and controlled by one or more women.
  2. Women-led business: A legal entity in any field that has a minimum of 50% women representation in management with senior-level, strategic decision-making capabilities.
  3. Gender-responsive business: Legal entity that actively promotes gender equality and empowerment of women and young women through their policies and labor practices

Ownership

All documents, project designs, drawings, technical data, filmed and photographed material and other information shall remain the property of the Project and shall be treated as confidential by the consultant(s) at all times. They shall not be made available to any third party whatsoever, in any form, without the prior written approval of a properly authorized employee of Plan International. The utilization of all proposals, plans and reports and other information provided by the consultant(s) to Plan International is the property of Plan International and the use thereof is solely at the discretion of Plan International. All documents and other papers, whether in soft or hard copy and whether containing data or other information, provided by Plan International shall be returned complete to Plan International upon completion of the assignment. All documentation and reports written during and/or as a result of this study, or otherwise related to it in any way, shall remain the property of Plan International and no part shall be reproduced or quoted, or otherwise used in any way except with the prior, express and specific written permission of authorized employee of Plan International.

Ethical and child protection considerations

The assignment will not require the consultant to interface with children never the less the consultant is required to provide a statement on the respect and protection of child rights, human rights and dignity of participants compliant with Plan’s Child Protection Policy.

The consultant shall read and sign Plan’s child protection policy (CPP) as fully understood and in agreement to in all respects and shall follow this in all and every respect during the term of the consultancy.

The consultant must follow Ethical Principles in a research and obtain written/verbal consent from the subjects. Permission from elder should be sought if the children under 18 years are involved as subjects. Signed informed consent of each child and his/her parents need to be taken after explaining the purpose of the study.
