Job Summary

This position will be responsible for supervising the day-to-day tax compliance and reporting functions for U.S. and international tax components of Harley-Davidson, Inc & subsidiaries. The Tax Manager will manage tax systems, tax internal controls, tax compliance, and the tax reporting processes. This cross-functional role will lead, support, and train various tax team members during the completion of the tax processes and deliverables. In addition, this role will be an essential Tax contact for H-D businesses and functional personnel to support tax matters as well as various business initiatives that require income tax analysis, planning, and presenting options for Management consideration.

This role will manage all international aspects of income tax accounting for the company in accordance with ASC 740 (formerly known as FAS109), FIN 48 (codified as FASB ASC 740-10), and APB 23 (codified as FASB ASC 740-10-25-3), as well as transfer pricing. 

As part of managing the international tax compliance function and assist in various international projects, the Tax Manager will initiate and lead end-to-end tax projects that develop, maintain, and progressively refine the global tax compliance and reporting processes to minimize the Company’s tax risks and liabilities and maximize tax opportunities and favorable tax outcomes. This work will involve the coordination and oversight of the implementation, documentation, maintenance, and continuous improvement of the underlying workpapers, automate and streamline processes, and optimize procedures to ensure compliance with all global tax filings, reporting, and recordkeeping obligations.

The Tax Manager will supervise and review the daily work of various tax team members, partner with the H-D businesses on various transformation projects and perform value-added activities within the H-D Corporate Tax Team. The Tax Manager will interact across all levels of the H-D organization and develop global tax capabilities using CorpTax software, VantagePoint Solutions, other corporate financial systems such as SAP General Ledger, Microsoft Office applications, OneStream, and other leading tax technology tools.

The Tax Manager will also be responsible for establishing, monitoring, and communicating internal tax control policies and procedures to ensure appropriate documentation and internal controls are in place and operating effectively as well as serve as a key resource for H-D Internal Audit, the financial statement audit by H-D’s external auditors, as well as international income tax audits. 

As part of the quarterly and annual tax reporting, the Tax Manager will be involved in the entire global tax provision process and review taxable income calculations, international tax provisions, international income tax return review, international return-to-provision calculations, and foreign inclusion calculations involving international components. Also included in the role is analysis of various general ledger trial balances, tax accounts, rollforward schedules, and assistance with the budgeting/forecasting process, intercompany transaction testing, and transfer pricing analysis.

Job Responsibilities

  • Tax Accounting & International Tax Components:
  • Manage the preparation and review of international income tax provision computations with a focus on completeness, efficiency, technical, and computational accuracy in line with ASC 740. 
  • A detailed review of tax workpapers prepared by Tax Staff is required with an emphasis on automating / streamlining workpapers. 
  • Manage all aspects of income tax accounting for the company in accordance with ASC 740 (formerly known as FAS109), FIN 48 (codified as FASB ASC 740-10), and APB 23 (codified as FASB ASC 740-10-25-3), as well as transfer pricing. 
  • Manage the international tax compliance function and assist in various international projects.
  • Support and tax analysis of cross-border transactions, financing structures, and complex international tax planning strategies. 
  • Manage and lead the analysis of changes in global tax legislation and ongoing considerations of global tax reform including the OECD’s Pillar One and Pillar Two. 
  • Manage and lead the calculations relating to all components of U.S. international tax including but not limited to Subpart F, Global Intangible Low-Taxed Income (GILTI), Foreign Tax Credit (FTC) calculations, IRC Section 163(j), Base erosion anti-avoidance tax (BEAT) and Foreign-Derived Intangible Income (FDII). 
  • Ensure proper consolidation and reporting of the global effective tax rate, income tax expense, deferred tax items, income taxes payable balances, tax reserves and valuation allowances, effectively managing the control process that combines the separate functional items into the final deliverables as well as the consolidation of various H-D segments. 
  • Coordination of the global tax compliance calendar that involves the timely review of non-US income tax returns, return-to-provision computations, changes in tax laws, adjustments resulting from tax audits and related journal entries which include an evaluation of and action plans for the improvement of processes that produced material differences as well as the technical evaluation of the required tax accounting entries being made the appropriate tax period.
  • Manage the preparation and review of the quarterly tax disclosures and annual tax footnote process.
  • Prepare and review tax technical position memos and tax transaction memos. 
  • Tax Internal Controls:
  • Support Tax Management in creating and developing a Corporate Tax Department tax audit program and design, testing, and execution of tax internal controls. 
  • Review the internal control testing for all tax attributes, internal control design, management review controls, mitigating controls, and coordination with external auditors, internal auditors, and all tax stakeholders to ensure the design, testing, and effectiveness of the tax internal controls are operating as intended and update internal controls to adapt to H-D’s changing facts or scenario. 
  • Support Tax Management in reviewing SOC 1, SOC 2, bridge letters and related reports while collaborating with stakeholders to document end user computing controls and onboard tax technology tools in accordance with Company Policies. 

Tax Complaince

  • Coordination of the preparation and review of international income tax compliance process with a focus on completeness, technical and computational accuracy, and efficiency. 
  • Ensure that all income tax filing deadlines and documentation requirements are met which would include the coordination of estimated and extension payments and the separate considerations between HD business segments. 
  • Monitor changes in US GAAP, local GAAP, global income tax laws, and business updates that would impact income tax accounting, tax filing requirements, tax methods, tax positions, tax risks, tax payments, or tax liabilities. 
  • Lead and develop tax team members through task assignment and mentoring throughout the compliance processes. 
  • Communicate with non-tax and non-finance personnel on tax matters related to their function and support them in finding efficient solutions to managing their business and compliance requirements.
  • Tax Audits:
  • Create a process to have “tax-audit-ready” workpapers and documentation to defend H-D’s income tax filings across the world. 
  • Be a key resource for the external audit of financial statements related to Tax. 
  • Manage non-US income tax audits to include review and coordination of data collection, analysis and communication between tax personnel and tax authorities, or external consultants. 
  • Address open questions from tax authorities as well as maintaining adequate tax audit processes to support Tax Management in making strategic and effective business decisions.
  • Tax Planning:
  • Support business and functional personnel by coordinating global income tax analysis, planning, and presenting viable options for Management consideration resulting from ongoing questions and changes in the business or tax laws. 
  • Manage outsourced tax projects from scoping and fee request through provider selection and project delivery with focus on spend, efficiency, business resources, tax opportunities/risks, documentation, and audit defense.
  • Find ways to continuously improve processes, procedures, and responsibilities related to the Tax Team.

  • Requires a Bachelor’s Degree in Business, such as Accounting, Finance, or related field.
  • Advanced degree in Taxation (Master of Science in Taxation (MST)) or Law Degree is a plus. 

Experience Requirements

Required

  • Minimum of 8 years of income tax experience with a Public Accounting firm and/or global company that includes exposure to a variety of tax issues and related international tax compliance and audit experience.
  • Strong leadership, mentoring, and process management skills and personal initiative.
  • Effective verbal and written communication skills, the ability to explain tax concepts to non-tax personnel and tailor communication to recipients with different levels of knowledge.
  • Must be detail-oriented and have the ability to multi-task [efficiently manage multiple priorities and handle medium-to-complex projects] in a fast-paced environment with a high degree of accuracy, using prior experience to solve complex technical issues and help to further develop tax expertise. 
  • Desire and willingness to learn new areas of tax, keep abreast of changes in tax law and genuine interest in understanding the business operations and transaction flows.
  • Strong problem-solving skills with ability to apply general financial and tax concepts to new factual situations or changes in the business and the ability to identify potential issues or concerns and propose recommended actions or solutions.
  • Experience with Tax Compliance Software (i.e., OneSource, ProSystems, Corptax or other major provider), Microsoft Office Suite and familiarity with extracting information from financial systems (i.e., Hyperion, JD Edwards, SAP and/or BPC or other major provider).
  • A self-starter who is execution and precision-focused and effectively navigates in a large organization and coordinates with multiple stakeholders in order to drive projects and assigned work to completion with limited supervision. 

Preferred

  • Familiarity with CorpTax Compliance, CorpTax Provision, VantagePoint Solutions (VPS), and OneStream.
  • Experience with SAP, S4HANA, SAP consolidation and familiarity with using SAP’s reporting tools and modules to extract data [BPC, COPA, etc.].
  • CPA designation or an advanced degree in Tax or Law Degree is preferred.
  • Experience and knowledge of the global motorcycle market or a similar consumer industry preferred.
