Department Overview
The department of Institutional Research and Academic Planning (IRAP) is a central service unit of the Office of the President. IRAP provides timely, accurate, consistent and reliable information about UC and the environment in which it operates. IRAP’s strategic priorities are to establish a reliable and flexible data infrastructure, gain efficiencies through automation, increase awareness and impact of existing reporting and analyses, advance academic planning, advance equity, diversity and inclusion, and support decision makers at all levels. Through evidence-based analyses, IRAP supports and guides enrollment planning, policy creation and revision, program and campus budget reviews, and UC operations. IRAP also produces the annual Accountability Report, which assesses UC’s activities, achievements and operations through data-driven narratives and visualizations.
Position Summary
The University of California is a top research university. This position describes how UC funds and conducts research and the impacts of that research by being an expert on UC’s research portfolio. It manages data submission processes for the ten campuses and resolves data issues to create a high-quality data set for reporting and analyses. With this data set, the analyst produces dashboards, reports, and briefing materials that are accurate, compelling, and visually interesting and supports decision making with timely and innovative data products.
The role works with our Research & Innovation colleagues at UCOP and on the campuses, independently managing those relationships. The person in this role will develop skills and experience as an Institutional Researcher and gain an understanding of the University of California and its campus research operations. They will also work with UCOP colleagues involved in finance, personnel, and enrollment planning to think about ways to benchmark the University of California to other peer institutions in the state and across the nation. This role will lead the preparation and submission of external reporting and surveys, with primary responsibility on research expenditure reporting. This involves evaluating reporting requirements and identifying how to collect and use available data to fulfill those requirements. The role will independently manage relationships with stakeholders including reporting agencies and campuses including collecting data and coordinating communication on processes, definitions, requirements, and deadlines. The analyst should stay abreast of current and emerging issues and incorporate historical perspective into analyses. This includes federal and state legislative and policy proposals. This position is eligible for a remote work arrangement within the state of California, with the expectation of being on-site when required. The selected candidate must reside within the state of California or be willing to relocate.
Key Responsibilities
30% Data collection and validation: Support the collection, stewardship, and quality control of data collected from UC campuses and other sources. Review and develop diagnostic reports to assess data quality. Use and develop skills as a data management professional to conduct data validation, resolve issues and errors and support content experts in analyzing data. Work with campuses to identify issues and improvements, particularly around the integration of multiple systems (e.g., sponsored projects, research, personnel, financial, student, etc.) Act as a liaison between campuses and UCOP technical and business teams. This position is responsible for the sponsored projects (awards and proposals) quarterly data submissions and may support or lead other data collection processes as needed. The analyst will need to be able to use or develop subject matter expertise to support data collection and analysis.
30% Data reporting: Fulfill data transparency, usage, and accessibility through venues such as the Accountability Report, dashboards, and reports. Compile and/or summarize data to respond to inquiries from UC units to support reporting, funding, advocacy, legislation, executive, or media/communication needs in areas of responsibility. Prepare submissions for external reporting and surveys.
25% Data analysis and visualization: Develop data visualizations, dashboards, and analyses that use both internal UC data and external comparative data for benchmarking. Conceptualize, design, and create interactive data products (i.e. visualizations, dashboards) that both satisfy IRAP’s reporting/data dissemination requirements and tell the story of the University of California to policymakers and the general public. Synthesize data from different sources (e.g., research awards, publications) to illustrate the scope, impact, and breadth of UC’s research portfolio. Deploy advanced skills in data integration and predictive modeling to provide trends and forecasts for planning, decision support, and addressing strategic goals. Align data product creation with the timelines and requirements of senior leadership including the Board of Regents meeting agendas and be able to create necessary content under shifting and unpredictable timelines.
5% Develop content expertise: Work with campuses and UCOP staff to understand both the processes that drive data flows and the operating and policy environments in which data are generated. Conduct environmental and policy scanning and participate in systemwide meetings to stay abreast of UC, local and national issues.
5% Professional development: Attend classes, seminars, and conferences that enhance expertise. Participate in activities that enhance the UC community and support the university mission.
5% Perform other duties as assigned, in line with skill set and leadership priorities. Comply with all policies and standards.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
