Independent Project Evaluation Services in Iraq, Syria, Libya, Ukraine for the International Commission on Missing Persons

The International Commission on Missing Persons (ICMP) is a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands. It endeavors to secure the cooperation of governments and other authorities in locating persons missing as a result of armed conflicts, human rights abuses, natural and man-made disasters and other involuntary reasons and to assist them in doing so. ICMP also supports the work of other organizations in their efforts, encourages public involvement in its activities and contributes to the development of appropriate expressions of commemoration and tribute to the missing.

ICMP seeks an evaluation firm or a team of evaluators (national and international) to undertake a series of independent evaluations (mid-term and final) in 2025 and 2026 across its various projects in Iraq, Syria, Libya, and Ukraine funded by different donors.

Iraq

In December 2022, the Ministry of Foreign Affairs of the Netherlands (NL MFA) awarded approximately 10 million EUR over five years to ICMP’s Iraq and Libya programs, with 80% allocated to Iraq. This funding supports the creation of a sustainable process for locating missing persons and securing the rights of their surviving families, grounded in conclusions from the ICMP-hosted high-level policy conference in The Hague in 2021. Additionally, in June 2023, the German Federal Foreign Office (FFO) awarded a ~3.4 million EUR two-year grant, of which 77% is allocated for Iraq. Through these projects, ICMP continues its support to Iraqi authorities, civil society organizations (CSOs), and families, as it has done since 2005. The NL MFA project is scheduled for a mid-term evaluation in June 2025, while the German FFO project will undergo a final evaluation at the same time.

Syria

ICMP’s work in Syria is supported by the German FFO grant, with 23% of the funding allocated to initiatives in this context. Additionally, ICMP is anticipating funding of 1.5 million EUR from the EU Directorate-General for Neighborhood and Enlargement Negotiations (DG NEAR) to contribute to a sustainable process of accounting for Syria’s missing persons. This includes strengthening direct support for Syrian families to engage in accountability mechanisms and increasing contributions to ICMP’s central data depository. The DG NEAR-funded project will be due for a final evaluation in June 2026.

Libya

ICMP’s Libya operations are supported through the NL MFA’s 10 million EUR grant, enabling continued assistance to Libyan authorities and families in locating missing persons and securing their rights. The mid-term evaluation for the NL MFA-funded project, which encompasses both Iraq and Libya, is planned for June 2025.

Ukraine

In late 2023, the Norwegian Agency for Development Cooperation (Norad) awarded ICMP a NOK 100 million (approximately USD 9.4 million) three-year grant to address Ukraine’s growing missing persons crisis resulting from the ongoing war. This project focuses on establishing an efficient, DNA-led human identification process, enhancing forensic medical expertise, and developing a state-of-the-art mortuary system to process large numbers of remains. ICMP is also strengthening cooperation among the Ukrainian government, civil society, and international organizations to ensure accountability and justice. A mid-term evaluation of this project is scheduled for June 2025, with a final evaluation in December 2026, synthesizing findings from all evaluations to inform ICMP’s broader programs.

  • Evaluation methodology and justification;
  • Proposed data collection methods;
  • Proposed approach to field work;
  • Composition of the evaluation team (with their CVs) and their roles and responsibilities;
  • A list of relevant evaluations that the evaluation team have previously conducted and submission of at least one report from a similar previous evaluation, with an explanation of the role of the evaluation team in evaluation design, implementation, and write-up;
  • Timeline for work being undertaken;
  • Issues you would like to flag; and
  • Budget (in EUR).
