Summary

This position is located in the Office of Finance and Operations (OFO), Office of Human Resources (OHR), Recruitment, Staffing and Compensation Division (RSCD). RSCD is responsible for providing operational and advisory support for the recruitment and management of ED’s career positions.

As a Human Resources Specialist, GS-0201-12, you will be responsible for:

  • Providing external placement and recruitment duties for an organization. Makes use of multiple recruiting strategies including special appointment authorities, such as Schedule A, student employees, displaced employees, veterans, overseas returnees, and direct hires to complete placements for the organization.
  • Serving as an Office of Human Resources representative on inter-agency and intra-ED discussing and working groups covering a broad range of human resources.
  • Reviewing and studying regulations, standard procedures, and guides from Office of Personnel Management and other requirements to determine the best methods and techniques to be practiced in meeting these needs.
  • Using tact, diplomacy, and patience when communicating and dealing with others, e.g., co-workers, managers, supervisors, and internal/external customers.
  • Providing timely and accurate responses when a request for information is received. Conducting research to ensure that the provided response is accurate, expeditiously carried out, answers the question(s) posed, and/or meets and complies with current established statutes/regulations, policy, guidelines, or processes.
  • Utilizing automated staffing systems, such as Web-based applications, to perform internal staffing and placement work that includes generating job analyses, vacancy announcements, and referral lists.
  • Utilizing current human resources database systems to query, retrieve, and analyze information in order to complete assignments.

As a Human Resources Specialist, GS-0201-13, you will be responsible for:

  • Performing a full range of internal/external placement and recruitment duties for and organization and utilizes innovative and proactive recruiting strategies.
  • Providing technical advice to agency staff in resolving the most difficult and controversial recruitment and placement problems such as defining issues, determining applicable precedents, laws, or regulations, and identifying the most effective approach and technique to validate the correctness and propriety of the actions taken.
  • Identifying the need for and leads studies to design and plan a future human resource program that is responsive to dynamic changes in an organizations mission and business practices. Changes could result from a variety of climate changes or situations, for instance, downsizing, technological advances, and key competition in the labor market, major reorganizations’, or shifts in functions.
  • Using tact, diplomacy, and patience when communicating and dealing with others, e.g., co-workers, managers, supervisors, and internal/external customers.
  • Providing timely and accurate responses when a request for information is received. Conducting research to ensure that the provided response is accurate, expeditiously carried out, answers the question(s) posed, and/or meets and complies with current established statutes/regulations, policy, guidelines, processes, procedures. Ensuring that regular and clear lines of communication are maintained between the organization and its customer(s).
  • Collaborating and or leading management in employing change process concepts and techniques by assessing organizational readiness for change, marketing organizational awareness, and leading change initiatives.

  • You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location.

Qualifications

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-11 if you possess the specialize experience, education, or a combination of the two.

Specialized Experience for the GS-12

One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience interpreting and applying human resources staffing and recruitment and classification principles, practices, laws, and regulations.

2. Experience advising on procedural and regulatory requirements governing recruitment strategies to aid in strategic recruitment planning.

3. Experience creating job announcements, determining applicant eligibility and qualifications, and issuing referral lists utilizing an automated tool such as Monster or USA Staffing.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Ability to provide comprehensive recruitment/placement and classification/position management services to management and employees throughout organizations serviced and analyze, evaluate, and recommend appropriate resolutions to complex interrelated HR problems and issues.

2. Skill in serving as a consultant to managers in providing HR services and conducting detailed analyses of complex functions within serviced organizations.

3. Knowledge of current HR database systems to query, retrieve, and analyze information in order to complete assignments.

Specialized Experience for the GS-13

One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience interpreting and applying human resources staffing and recruitment and classification principles, practices, laws, and regulations.

2. Experience providing technical advice in resolving recruitment and placement problems including defining issues, determining applicable precedents, laws, or regulations, and identifying the most effective approach and technique to validate the correctness and propriety of the actions taken. 

3. Experience defining and forecasting long and short-term staffing requirements and developing recruitment strategies to fill positions.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge of recruitment and placement programs (i.e. appointment eligibility, legal authorities, veterans’ programs, recruitment incentives, qualification standards, reduction in force, Voluntary Early Retirement Authority/Voluntary Separation Incentive Payments etc.), principles, concepts, practices, laws, regulations, and procedures to perform a variety of difficult and complex program reviews and audits.

2. Skill in resolving problems characterized by the breadth, importance, and severity for which previous studies and techniques have proven to be inadequate.

3. Ability to collaborate and or lead management in employing change process concepts and techniques by assessing organizational readiness for change, marketing organizational awareness, and leading change initiatives.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
