Evaluation of the MSF West Africa Strategic Plan

At the end of 2024, MSF-WaCA started the process to develop a new strategic plan while engaging in parallel with the movement in the SPARC. That strategic plan (SP) should define our priorities and guide resourcing for the period of 2026-2031. By the time of this evaluation, a first draft of vision, ambitions and medical perspectives with a variety of themes is designed and presented to the management teams.

This upcoming evaluation will provide a critical review of our current SP to assess its strengths, weaknesses, challenges, opportunities in implementation with evolving regional and global humanitarian health needs. It will highlight the main achievements and areas of deficiency as well of MSF WaCA strategic plans, including Ops Plan, Asso Plan, Medical Strategy.

Secondly, this evaluation will focus on the impact of WaCA structure on the organization functioning and performance.

  • Objective 1: Identify strengths and limitations of the current SP developments process.

  • Objective 2: Assess the adequacy of the current SP in terms of relevance, adaptability, design quality, appropriateness in the current humanitarian landscape and furthermore the compatibility with the resources allocated. Assess how effectively MSF WaCA adapted its strategy to unforeseen events or changes in operational contexts.
  • Objective 3: Assessing achievements against strategic goals: determine the extent to which the 2021-2025 strategic goals were achieved, including improvements in healthcare delivery, operational reach, and impact. With a highlight on programs, projects, or initiatives that were particularly effective to replicate or scale in the new strategy.
  • Objective 4: Identifying gaps and challenges. For WaCA, it is key to understanding which objectives were not fully met and why, analyzing barriers such as resource constraints, political challenges, or operational inefficiencies.
  • Objectives 5: Assess how effectively resources (financial, human, and material) were allocated and utilized to achieve strategic goals.

This evaluation report with lessons learned will be to inform the prioritization of initiatives for 2026-2031, ensuring alignment with MSF’s global mission. The evaluation will then provide comprehensive insights to shape a well-informed, adaptive, and impactful strategy for 2026-2031 that aligns with MSF WaCA’s mission and humanitarian needs
