TERMS OF REFERENCE

Introduction & Purpose

As part of the ACT appeal under the Türkiye-Syria Earthquake programme, Christian Aid (CA) has initiated small business grant/ livelihoods projects in North-West Syria alongside 3 partners. The three projects focus on different target groups and have varied approaches to planning and implementation of these initiatives. It is our objective that these livelihood projects are sustainable and become income generating in the long-run post completion of funding period.

CA is looking for a specialist who has extensive level of experience within entrepreneurship and sustainable livelihoods as well as development of small and micro enterprises. The individual would have completed tertiary education in one of the following: development studies, development economics and (small) business management or entrepreneurship. This individual will also have experience working within the context of conflict and post conflict settings, inclusive community and women economic empowerment.

1.Scope / Services required:

The main objective of this Livelihood Specialist is to provide technical assistance to Christian Aid Partner Organisations who are implementing livelihood projects under Türkiye-Syria Earthquake Response Programme. It is expected that between August and September 2024 there will be 4 key areas of work to be delivered. The days indicated are for reference only and are to be negotiated between the consultant and the hiring manager. The Livelihood Specialist will report to the Programme Manager and Programme Officers, and s/he will carry out the tasks as follows:

Task 1 (approx. 1 Day): Provide initial consultation session with all 3 partners individually to ascertain needs for upcoming individual and group sessions and obtain relevant documentations from partners for review and commenting.

Task 2 (approx. 2 Days): Consultant to spend 2 days for preparation of sessions based on above as well as reviewing project documentation as needed. The consultant will be expected to share with CA and Partner Organisation detailed plan of sessions prior to delivery and for this is to be tailored to partner’s needs for this to be approved.

Task 3 (approx. 4 Days): Technical support through delivery of sessions this to include

  1. Individual sessions 1 for each partner as per their needs identified including below (3 sessions):
  • Market Assessment
  • Sustainable Livelihoods – Identifying livelihood assets and vulnerabilities within target communities as well as case studies and best practices from successful sustainable livelihood projects in complex contexts
  • Livelihood Programming for Women in Crisis
  • Community Mobilization
  1. 2/3 Groups Sessions focusing on below areas: (2 hours each):
  • Technical support on designing tools, approaches and processes for rolling out an inclusive selection process for project participants, designing and customizing training content and materials informed by specific gaps
  • Ensuring the approaches, tools and modalities are gender sensitive / transformative and inclusive to livelihood programming in crisis-context.
  • Review and provide comprehensive advice on sustainability plans and exist strategies by way of ensuring sustained income generation of current project post project end dates. And how best to measure its impact.

Consultant to share materials and resources used in the training as guidance for each partner organisation.

Task 4 (approx. 3 Days): Consultant to write detailed assignment report. This to include;

  • Update on partners learning progress as a result of sessions provided
  • Identified gaps
  • Tailored recommendation for each partner organisation and projects.

2. Background on Projects:

  • Partner 1: Livelihood project structured around three core dimensions: firstly, it aims to raise awareness and support for an entrepreneurial culture through targeted training sessions and campaigns. Secondly, it involves the meticulous design and implementation of a curriculum focused on entrepreneurship education. Finally, funding provision for 60 promising entrepreneurs will be selected to receive financial support to establish their businesses.
  • Partner 2: This project is focused in establishing women-led community committees in 6 different locations in North-West Syria ( 5 initiatives in each area, 30 in total), that are supported to design and implement multiple initiatives and projects focusing on early recovery processes, such as livelihood projects and income generating activities – accompanied with technical and life skills capacity building; that equip them with the necessary skills and knowledge to navigate their enterprises and businesses.
  • Partner 3: This project intervention will target Syrian youth aged 18 to 35 years old affected by the consequences of the Syrian crisis and earthquake with the main goal being to strengthen the resilience and support the early recovery of communities in Northwest Syria. The program will support 134 promising business proposals with small grants to promote entrepreneurship.

3. Coordination:

The specialist will be expected to coordinate with:

  • The CA Türkiye Syria Earthquake (TSEQ) response team including the TSEQ programme manager, and programme officers.
  • CA Partner Organisations – 3 Partner Organisations working under TSEQ on livelihood and entrepreneurship projects under ACT Donor Funding.

4. Delivery /Activity Plan:

It is expected that between August and September 2024 this work will require a minimum of 8 days and a maximum of 10 days.

  • 4.1 Service delivery model, location, schedule of activity:

The consultant will be expected to work remotely, and sessions will be conducted online with partner organisations and programme staff

5. Qualifications:

The consultant will be required to have experience in:

  • Small and medium business/enterprise development,
  • Sustainable livelihoods and resilience building in conflict and post conflict settings,
  • Inclusive community and women economic empowerment,
  • Good understanding and experience applying the triple nexus of humanitarian, peace and development work

6. Payment Terms:

6.1 CA standard payment term is 30 days from invoice date

6.2 Payment will be sent upon completion of consultation against set out deliverables, requirements and final report received and reviewed accordingly by Christian Aid.
