Human Resourcing is delighted to announce it has been exclusively retained by Cardiff Airport to source a key member of the Airport Directors team with the appointment of a brand new Director of People & Culture.A rare and exciting opportunity for a proven HR specialist to action the strategic HR delivery of its 10 year plan focusing on long term vision & purpose whilst investing in people development.Reporting to the CEO, this empathetic and customer focused HR professional will lead and nurture the People team whilst delivering on strategy, developing people and processes and driving culture.Operating as a trusted P&C advisor, you will excel at building strong working relationships with senor line managers and will ensure effective, fair and consistent management of people.Successful ApplicantPurpose and Scope
- The Director of People & Culture (P&C) is a key member of the Airport Directors team and will be responsible for developing the tactical delivery for developing the staff and processes and implementing the strategy in accordance with the Airport’s Business plan.
- The Director of P&C has responsibility for developing the P&C functions within the Airport and ensuring that our ASPIRES values are embedded and a positive performance and accountable culture is developed.
- The responsibilities cover all the P&C related policies, practices and culture at both Cardiff Airport and St Athan airfield. All further references to the Airport relate to the combined Cardiff Airport and St Athan teams.
- The role does not sit on the Board of Cardiff Airport but will be expected to report to the Board on key strategic and operational topics.
- Director of P&C will be required to be heavily involved in the day-to-day aspects of P&C and the operations of the Airport.
Key Accountabilities and Role Outputs
- The principal objective of the Director of P&C is to ensure that the Company complies with all laws and regulations relating to employment and manages the Airport team in a fair and transparent way, and will act as a trusted advisor to Directors and managers in all aspects of P&C.
- The Director of P&C will contribute and co-ordinate the strategic development of the Airport in terms of the P&C strategy to further develop best practice in support of the Airports key strategic aims. The Director of P&C will be responsible for the Culture and talent development within the business.
- The Director of P&C will ensure the development, implementation and maintenance of P&C Development policies and procedures to ensure effective, fair and consistent management of people throughout the Airport.
- The Director of P&C will develop a strong working relationship with senior line managers, providing them with expert guidance, coaching and support on the full range of P&C activities (including policies and procedures, terms and conditions of employment, absence management, restructuring of services, performance management, redundancy planning etc.) in order to ensure a consistent and fair approach to people management throughout the Airport.
- The Director of P&C will contribute to the leadership of the Airport in a way which supports the achievements of the Airport’s vision, values and strategic objectives.
- Acting as champion for effective people management ensuring that people matters are considered as part of the business planning and service development across the organisation developing a people oriented company culture.
- The Director of P&C will lead and administer the Company performance management system ensuring managers complete employee development reviews in accordance with Company policy. Propose, plan and implement initiatives to drive a high performance team, as well as an inclusive and collaborative culture.
- The Director of P&C will be responsible for all aspects of the payroll function at the Airport, working in close collaboration with the Finance Director and Financial Controller.
In addition will be responsible for;
- The Company Death in Service Scheme.
- All Company Personal Pension Schemes.
- The Income Protection Plan.
- The Company Private Health Schemes.
- The Company counselling service.
- The Director of P&C will have a key role in managing employee relations, including working closely with unions. In addition The Director of P&C will facilitate employee engagement in close association with the Airport Management Team.
- The Director of P&C will be responsible for the provision of tactical oversight of planning and delivery activities for multiple P&C initiatives and projects.
- Guaranteeing alignment and consistency of communication and engagement for projects and initiatives across different organisational levels.
- The Director of P&C will ensure that there are consistent recruitment practices at the Airport.
- The Director of P&C will monitor HR trends throughout the Airport and provide Key Performance Indicators on relevant areas to the board including absence, overtime, disciplinary, employee development reviews, employee satisfaction, disciplinary measures, recruitment and labour turnover.
- The Director of P&C will manage the development and the progression of the Human Resources team, payroll team and training co-ordinator, ensuring that appropriate team structures are in place and that there is resilience within the team.
- The Director of P&C will be responsible for preparing their own budgets and ensuring that costs are delivered within budgets.
- The Director of P&C will ensure the department meets requirements of the Employer’s H&S obligations and the CAA regulator obligations. This will include relevant liaison with CAA Auditors and the airport’s own QSHE officers to conduct relevant audits where required.
- The above duties are not exhaustive, and the Company may require, from time to time and in exceptional circumstances, to carry out further ad hoc duties within capability and capacity.

Skills, Knowledge and ExperienceEssential Qualifications
- CIPD (Graduate Level)
- Business/Management Degree (or equivalent)
Desirable Qualifications
- Masters in HRM or within a related field.
- Diploma in Employment Law.
- Coaching qualification
Essential experience
- Experience of TUPE, organisational change and implementation of employment policies and procedures.
- Experience at recruitment interviewing and assessment at a senior level.
- Experience in the administration of benefits and compensation programmes.
- Experience of successful management of staff in HR, successfully developing and delivering service improvements and service/business plans.
- Evidence of building constructive relationships with colleagues and stakeholders and evidence of effective partnership working across departmental boundaries to deliver change.
- Evidence of developing and sustaining a culture based on agreed values across an organisation.
- Proven success of delivering change in a unionised environment and negotiating with Trade Unions.
- Experience including the ability to work at both strategic and operational levels, successfully participating on the SLT that provides company leadership and direction.
- Experience of working in a unionised environment.

- Varied experience across different organisations operating in an agile environment.
- Experience of coaching and mentoring

- Fully conversant and up-to date with all aspects of employment law and HR best practice.
