The Terms of Reference (ToR) outline a consultancy and support services contract for Brot für die Welt (Bread for the World) to assist their partner organizations in Kenya. The goal is to strengthen partner organizations’ capacity in financial management (Lot 1) and outcome-and-impact-oriented planning, monitoring, evaluation, and learning (PMEL) (Lot 2) to meet funding requirements.

- Goal:
- Brot für die Welt finances partner organizations and ensures they meet the funding requirements set out by their funding agencies. The consultancy services aim to empower these organizations to comply with the funding agreements, especially in financial management and PMEL.
- Role of the Contractor:
- The contractor will provide advice and support to partner organizations but will not represent the client or partner organizations. The contractor will ensure communication between the client and partners but not take over decision-making roles.
- Objectives:
- Strengthen partner organizations’ capabilities in financial management (Lot 1) and PMEL (Lot 2), ensuring they meet the client’s funding requirements.
- Scope of Work:
- Lot 1 (Financial Management): Includes consulting on financial systems, budgeting, reporting, audits, and internal controls.
- Lot 2 (PMEL): Focuses on outcome-oriented planning, monitoring, evaluation, and learning, including designing monitoring systems, supporting evaluations, and preparing reports.
- Field and Geography:
- The client supports around 40 projects through 37 partner organizations in Kenya, which are primarily focused on civil society, governance, food security, conflict prevention, and climate change.
- Methodology:
- The contractor will design and implement the services based on partner organizations’ needs, using both in-person and digital formats where appropriate.
- Expertise Required:
- Professional and methodological expertise in financial management, PMEL, training design, and digital consultancy. The contractor must have competencies in planning, group facilitation, and intercultural communication.
- Reporting and Documentation:
- Regular reporting is required to track the consultancy’s progress, ensuring transparency and quality assurance.
- Technical and Logistical Requirements:
- Services will be provided on-site or digitally, and the contractor must be available during working hours. The contractor needs appropriate software for communication and consultancy.
The contract aims to enhance partner organizations’ sustainability and capacity by providing tailored consultancy, ensuring compliance with funding requirements, and fostering long-term knowledge management.
