Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:

Project Context and Scope

IOM’s institutional strategy prioritizes integrity, transparency and accountability as key cross-cutting concerns. The Office of Ethics and Prevention of Sexual Exploitation and Abuse and Sexual Harassment is an independent Office reporting directly to the Director General. OEP leads IOM’s work to foster an ethical culture, prevent sexual misconduct and other unethical behavior, promote compliance with IOM’s core values, and advocate for integrity, transparency, accountability, and respect. The Office consists of two units: the Ethics and Conduct (ECO) Unit and the Prevention of Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) Unit. OEP’s main responsibilities are to oversee the development and maintenance of a robust institutional framework for ethics and PSEAH, including policies aligned with international standards; timely guidance and advice to management and staff; effective training and awareness programs; and confidential reporting channels with appropriate protective measures for complainants and affected individuals. OEP plays a critical role in proactively identifying risks, developing mitigation strategies and supporting with implementation, and coordinating strategic initiatives and collaboration with internal and external partners as needed.

Organizational Department / Unit to which the Consultant is contributing:

Under the direct supervision of the head of OEP and in close collaboration with ECO and PSEAH staff, the consultant (Category A) will be in charge of supporting OEP in achieving its mandate through the delivery of the tasks highlighted below.

Core Functions / Responsibilities:

Tasks to be performed under this contract

  1. Support the implementation of OEP’s engagement and outreach efforts through leading the design, coordination, and implementation of the office’s awareness-raising campaigns, including the creation of various outreach materials such as toolkits, posters, brochures, banners, newsletters, and other communication materials, as needed.
  2. Liaise closely with the Department of Media and Communications (MCD) to ensure timely, high-quality production of OEP’s work and dissemination across different platforms. Create an OEP page within IOM’s website, highlighting the work of the new office.
  3. Liaise with IOM missions worldwide to promote visibility of OEP’s works. Produce quarterly briefs in consultation with the Headquarters, Regional Office (RO) and Country Office (CO) staff to showcase the office’s key achievements.
  4. Lead the design and production of OEP’s annual reports.
  5. Regularly update and maintain the office’s current communication materials and online platforms such as the OEP’s intranet, ECO and PSEAH SharePoint respectively.
  6. Develop an online dashboard illustrating some of the office’s key achievements across the Organization. Establish a system for gathering PSEAH information and key highlights from ROs and COs.
  7. Contribute to the organization and delivery of townhalls, retreats, workshops, brown bag lunches, commemorative events, and other live programming.
  8. Proactively propose initiatives and make recommendations in accordance with business needs and good communications practices.
  9. Perform other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in communications, journalism, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Experience in leading the design, planning, coordination and implementation of awareness raising campaigns;
  • Experience in the production of different outreach and communication materials such as annual reports, newsletters, posters, brochures, banners, dashboards and online platforms such as websites and SharePoint communication sites;
  • Experience working in sensitive environments and with confidential information and processes, such as in an independent ethics, PSEAH, accountability, or conflict resolution unit; and,
  • Experience in facilitating the organization of various events such as townhalls, retreats, workshops, theatrical performances, and other events.

Skills

  • Knowledge of UN or international NGO-type organizations or other international and multicultural environments.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

Travel may be required to facilitate workshops or other live events.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

Accredited Universities are the ones listed in the UNESCO World Higher Education Database (https://whed.net/home.php).

  • The appointment is subject to funding confirmation.
