Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Project Context and Scope

Under the supervision of the Programme and Communications Officer, the project aims to establish an effective communication framework for the Global Staff Association Committee (GSAC), with a focus on: creating a unified and cohesive brand identity, improving engagement of its +17,000 members and other stakeholders, enhancing visibility of advocacy efforts, identifying what content pillars to focus on, simplifying messaging and communication, and selecting the most appropriate platforms.

Organizational Department / Unit to which the Consultant is contributing:

The consultant (Category B) will support the Coordination, Communication and Outreach Sub-committee withing IOM’s GSAC to keep staff informed and empowered through strategic communication and branding solutions.

Core Functions / Responsibilities:

Tasks to be performed under this contract

Three instalment payment upon reception of deliverables (monthly basis)

  • Month 1: Strategy development, brand identity, and template creation.
  • Month 2: Content pillars and annual communications plan.
  • Month 3: SharePoint structure, internal guidelines, and evaluation framework.

Reporting Schedule: Weekly updates with the Programme and Communications Officer; every two weeks with the subcommittee.

Month 1: Communications Strategy, Assessment, and Brand Identity

Objective 1: Develop Communications Strategy

Tasks:

  • Conduct a brief assessment of current communication channels, tools, and materials.
  • Identify gaps, challenges, and opportunities based on input from staff and stakeholders.
  • Develop a clear, actionable communications strategy that outlines goals, identifies key messages, content pillars, and channel priorities.

Deliverables:

  • Communications Strategy Document: A comprehensive and actionable strategy with defined goals, content focus, and key performance indicators (KPIs) to guide all communications efforts. Objective 2: Establish Brand Identity and Template Package

Tasks:

  • Create a cohesive brand identity that is tailored to stakeholders, including visual materials, logo, colour palette, and a mini style guide for GSAC team members.
  • Develop a set of branded templates to ensure consistency across communication materials.

Deliverables:

  • Brand Identity Package: Includes a logo, colour scheme, typography guidelines, and a mini style guide.
  • Template Package: Ready-to-use templates aligned with the brand identity, including: templates for PowerPoint presentations and online events, banners, merchandise, communication materials such as info sheets, newsletters, reports and update emails to ensure standardized communications

Month 2: Annual Communications Plan and Content Pillars

Objective 3: Clarify Content Pillars

  • Tasks: Clearly delineate the role of the staff association
  • Tasks: Help define key content pillars based on strategic priorities to streamline and focus messaging.

Objective 4: Create Annual Communications Plan

  • Tasks: Develop a practical, actionable annual communications plan based on the strategy thatincludes key messages, content themes, and a monthly content calendar. It should be sustainable and adaptable.
  • Deliverables: Annual Communications Plan Document with a content calendar and channel usage guidelines. The plan should also include the minimum viable product.

Month 3: SharePoint Design, Internal Guidelines, and Evaluation Framework

Objective 5: Design Communications SharePoint Structure

  • Tasks: Create a user-friendly layout for the SharePoint site to organize and store essential information, ensuring easy access for staff. Plan what information and links should be retained on the Intranet.
  • Deliverables: SharePoint Structure Document with proposed layout as well as design elements and categorization for content. Indication of intranet content.

Objective 6: Develop Internal Communication Guidelines

  • Tasks: Establish clear, practical guidelines for communications with staff to ensure consistency and support staff engagement.
  • Deliverables: Internal Communication Guidelines Document providing standards for tone, frequency, and transparency in internal messaging.

Objective 7: Establish Monitoring and Evaluation Framework

  • Tasks: Develop a simple monitoring and evaluation framework with KPIs to measure the effectiveness and impact of communications efforts.
  • Deliverables: Monitoring & Evaluation Framework

The consultant will deliver the products and/or reports on the dates agreed in the work plan, electronically, to the satisfaction of the supervisors of this consultancy. The products must be approved by IOM.

Intellectual Property Notice

  • All information collected during the consultancy, including documents created and products developed, both before and after GSAC approval, will be protected under copyright.
  • These products will be owned by IOM, granting it sole rights for publication or distribution.
  • Specifically, the IOM GSAC holds the exclusive rights to publish or share any documents produced through this consultancy. It’s important to ensure we receive editable versions of these documents for our use.

Performance indicators for evaluation of results

  • The consultant must be committed to high standards to ensure high quality products.
  • Submit deliverables in the required time frame and under the quality terms established by IOM and the GSAC.
  • Execute the activities related to the implementation of the consultancy in a timely manner.
  • Results-based work: develop each action focused on obtaining quality results, within a stipulated schedule and committed to achieving the agreed results.

Required Qualifications and Experience:

Education

  • Master’s Degree in Communications, Marketing, Public Relations, International relations or a related field with six years of experience; or,
  • Bachelor’s Degree in the above fields with five years of professional experience.

Experience

  • Experience in communications campaigns, public relations, digital content creation, or branding, preferably within an international organization or similar setting.

Skills

  • Proficiency in graphic design, including ability to produce develop and edit content.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

  • The appointment is subject to funding confirmation.
  • Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and background verification and security clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021. This will be verified as part of the medical clearance process.
