Ukraine Analysis Hub

The ACAPS Ukraine Analysis Hub (UAH) has been monitoring the conflict in Ukraine and producing timely, independent, and high-quality analytical products on the humanitarian situation in Ukraine and the region since March 2022. Since its inception, the UAH has delivered a comprehensive set of analytical products, including in-depth analytical reports and datasets, using secondary data complemented with primary data gathered through interviews with its expert network of contacts in Ukraine and the region.

The project also seeks to bolster analytical and assessment capabilities in Ukraine, through mentoring and technical support to Ukrainian civil society.

The hub is composed of 19 staff members, working mainly from Poland and Ukraine. We are a passionate team, determined to support the ongoing humanitarian efforts in Ukraine and the region.

Purpose of the position

The Communications Technical Officer’s overall purpose is to support the hub in improving outreach and communication with local nongovernmental organizations and related humanitarian coordination mechanisms in Ukraine.

We are looking for a dynamic communications expert, who will work closely with the Civil Society Adviser to support communications with the hub’s key stakeholders, with a view to develop sustainable and equitable partnerships with local actors built on information sharing and technical/capacity building support for partners. They will support the development and implementation of the hub’s strategy for engaging with and supporting civil society actors within Ukraine and the region. They will also lead strategy for disseminating ACAPS products within the humanitarian response in Ukraine.

The Communications Technical Officer will help the UAH team to connect more closely with civil society actors to fill data gaps and amplify the voice of local communities, ensuring analytical products reflect and highlight the needs of those affected, particularly the most vulnerable and marginalised. They will support the team and the Civil Society Advisor to ensure UAH analysis is relevant to Ukrainian actors and will support communications about capacity building activities for network members. Lastly, the Communications Technical Officer will support UAH Analysts with communications activities with relevant humanitarian responders, such as presentations to Ukraine sectoral cluster working groups/humanitarian coordination platforms and webinars.

Role and responsibilities

  • Ensure effective communications between the hub and the network of local NGOs and humanitarian coordination mechanisms
  • Support the development of the hub’s civil society engagement and communication strategy
  • Ensure the database on civil society actors and key experts for UAH is maintained and kept up to date, respecting confidentiality and data protection rules and that relevant actors are included/consulted in the development and analysis phase of relevant hub products
  • Act as the Hub’s focal point for coordination with ACAPS’ global communications team
  • Support monitoring, evaluation, accountability, and learning activities for the UAH and provide regular analytic data regarding the performance of our products to the hub’s management team
  • Liaise with the analysis team to convene members of the expert network for joint analysis sessions, validation sessions, or feedback sessions as needed
  • Support hub Analysts and Senior Analysts with developing and implementing strategies for disseminating UAH products to relevant actors within the Ukraine humanitarian response, and ensure that they are in line with ACAPs’ communication policies
  • Create and maintain up-to-date UAH internal documents and presentations to donors
  • Complete other tasks as requested by the Team Lead and Civil Society Advisor

Critical interfaces

The Communications Technical Officer will work closely with all members of the Hub under the supervision of the Civil Society Advisor. They will liaise with the global ACAPS Communications team to ensure hub communications are in line with ACAPS’ communication guidelines.

Professional competencies

  • Relevant university degree or higher education
  • At least three years’ experience of working within a communications/public relations/media environment
  • At least two years’ experience of building relationships with a broad range of stakeholders
  • Ability to design effective communication campaigns
  • Experience of working with a range of multimedia tools
  • At least one year of experience in civil society or humanitarian work
  • Ability to show initiative and be independent in performing one’s tasks
  • Able to work under pressure, meet deadlines, and turn around material rapidly
  • Outstanding coordination, communication, and inter-personal skills
  • Experience with strategic communication, preferably in humanitarian disasters.
  • In-depth knowledge and understanding of web analytical tools, such as Google Analytics.
  • Good knowledge of designing tools, such as Photoshop and InDesign

Language and communication

  • Very strong communication skills, both written and oral, including active listening, respectful communication, and knowledge and adaptation to different communications styles and preferences within the team
  • Fluent written and spoken Ukrainian and English required
