Terms of Reference (TOR)
1. Background Information
While millions were forced to flee their homes due to the full-scale invasion of Ukraine by Russia, children across Ukraine remain in the midst of armed violence and waving infrastructures. In Ukraine, War Child supports mental health reform efforts by integrating evidence-based services into primary healthcare and community settings, focusing on addressing trauma and distress, and among young people in particular.
Beyond Trauma: Scaling up community mental health care for children and youth at risk in conflict-aLected communities project funded by the Netherlands Enterprise Agency (RVO) involves the restoration of critical health infrastructure in underserved locations, focusing on the integration of mental health into primary healthcare and community services as a priority pillar for recovery. The project aims to improve the health status of conflict-affected populations in selected oblasts of Ukraine by increasing access to a comprehensive package of physical and mental health services for all, leaving no one behind.
By supporting the Government of Ukraine and local actors’ efforts to scale up, decentralize and integrate mental health in primary health and community-based mental health models, the project contributes to strengthening the resilience and well-being of conflict-affected people in Ukraine, with a particular focus on children and youth. It is implemented by five consortium partners: War Child Alliance, Aids Foundation East West (AFEW) Ukraine, Ukraine Step by Step Foundation (USSF), Doctors of the World Greece and Doctors of the World Netherlands.
2. Scope of Work
The Communications Expert is required to do the following:
2.1 Develop Project Brand
• Develop project narrative and joint boiler text.
• Create visual identity including project logo, color scheme, and style guide.
2.2 Awareness Strategy on Mental Health
• Review and refine objectives and scope of the awareness raising and stigma reduction strategy.
• Recommend communication channels and tools suitable for various audiences.
• Develop communication materials (e.g., leaflets, social media content, success stories) aligned with strategy objectives.
• Recommend activities and events to launch and implement the strategy.
• Develop a MEAL Framework for the strategy
2.3 External Communications Strategy
• Support program teams in the selection of priority communication stakeholders and the development of effective messaging
• Define strategy targeting stakeholders such as WHO, Health Cluster, national authorities and stakeholders and national and international media.
• Outline approach for maintaining consistent messaging and visibility. The communications expert will work closely together with the Project Manager and MHPSS advisor from the Ukraine Response team as well as with the other consortium members. 3. Deliverables
• Visual identity package (logo, color scheme, style guide)
• Revised awareness raising strategy with recommended communication channels • Communication materials (leaflets, social media content)
• External communications strategy document
4. Required Qualifications
• Degree in communications, journalism, public relations, graphic design, or another relevant area of study.
• A minimum of 5 years’ relevant work experience, preferably in international humanitarian or media fields.
• Experienced in communications strategy and policy development and implementation.
• Proven experience in developing communication strategies for international projects.
• Familiarity with health sector communications, preferably mental health.
• Excellent interpersonal communication and inter-cultural skills.
• Excellent written and verbal Ukrainian language skills required; working knowledge of English.
• Capacity and experience in communication advice, news writing, designing, etc.
• Ability to create and translate ideas and opportunities in content
• Strong communication skills including presentation preparation and delivery.
• Dynamic team player and a supportive collaborator with strong organisational and negotiation skills
• Flexibility, hands-on mentality, and high motivation.
