Overview:
USAID Guinea & Sierra Leone Program Office is in charge of budget execution, monitoring and evaluation, activity design and implementation, and outreach and communications.
With approximately $80 million in bilateral funding for both Guinea and Sierra Leone, the Mission oversees a range of activities in the Health sector—which is approximately 95% of the budget for both operating units. The rest of the portfolio covers Democracy, Human Rights, and Governance, and Economic Growth, which is the only office which does not receive bilateral funding.
The DOC Advisor must have excellent interpersonal skills, strong communication skills, and be able to manage a large work load. The DOC Advisor coordinates closely with all of the technical teams, and will liaise with the US Embassy’s Public Affairs section. The DOC Advisor will advise and provide support to one Foreign Service National (FSN) and should have excellent coaching and mentoring skills.
Responsibilities
DUTIES AND RESPONSIBILITIES, include but are not limited to:
- Lead Mission’s DOC team on communication and outreach products and initiatives
- Develop a DOC Communication Strategy which will include social media amplification
- Create mega talkers and standard talking points for technical offices
- Develop and create a DOC operation budget
- Serve as advisor to the USAID Front Office on public events and social media
- Oversee quality control of documents including BCLs and materials related to USAID
- Lead on the implementation Standard operating procedures (SOPs) and related Mission Order as it related to public events
- Advise USAID staff and implementing partners on developing appropriate public information programs and initiatives; branding and marking guidelines, ensuring regulations are followed by recommending revisions and appropriate application as outlined in ADS 320 and the Agency’s Graphic Standards Manual.
- Assist with DOC team expansion with Position Description support
- Other duties as assigned by the Program Office Director.
Technical Leadership and Oversight
- Implement the SOPs/DOC Mission Order related to public events related products
- Create a DOC operational budget
- Design database for tracking project timelines and deliverables
- Mentorship and coaching to FSN staff on best practices for DOC
- Produce templates for VIP visits and provide a brief training to technical offices on best practices for drafting BCLs, and high level talking points
NOTE: The consultant will not perform other inherently governmental functions or duties (e.g. will not serve as AOR/COR or supervise staff), but rather will advise, mentor, and facilitate as appropriate on the performance of inherently governmental functions on the part of the Office or Mission.

- Develop up to date slides for IP training on branding and marking (month 3)
- DOC Communication and Outreach Strategy (month 3)

- Position Description for FSN DOC position (month 3)
- Debrief presentation with the USAID Program Office team key messaging approximately one week prior to end of term
Qualifications
Minimum Requirements:
- Minimum: Master’s degree plus seven (7) years of relevant professional experience and industry certifications
- Demonstrated experience working on Google Suite, Microsoft Suite, experience in Adobe Photoshop or similar photo editing software. solutions, minimum five years working experience.
- Good working knowledge of development agencies such as USAID and the US government’s programming, and implementation activities
- Able to work effectively with mid- and senior-level public and civil society officials, development partners and IPs.
- Able to work effectively in a team environment and coordinate well with others.
- Strong communication and presentation skills.
Supervisory Responsibilities: This position does not have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile or conflict prone zones.
