Position Title: Monitoring and Evaluation Officer
Location: UK, Ukraine, South Sudan, Sudan, Chad, and Pakistan
Reporting to: MEAL Specialist
Duration: Short-term consultancy (1 to 3 months)
Overview:
GIC is a UK-based consultancy company established in 2016, specialising in third-party monitoring and evaluation of humanitarian and development programs in countries affected by emergencies worldwide. Our multinational team possesses over 30 years of experience working with humanitarian and development programs across Africa, Asia, and the Middle East.
GIC is seeking short-term consultants to join its roster in the following humanitarian sectors: Emergency Relief, Health, Nutrition, Shelter, Resilience, Food Security, WASH, and Protection. We are looking for candidates for the following roles:
- Field Data Collection/Enumerators
- Monitoring and Evaluation Officers
- Monitoring and Evaluation Specialists
- Graphic Designers
- Translators (Arabic –> English and vice versa)
- Interns (recent graduates with a Bachelor’s degree who are eager to learn and specialise in the humanitarian field)
Potential Areas of Work:

Develop and Implement M&E Strategies:
Design and execute comprehensive M&E plans for projects, establishing sample sizes, M&E work plans, data collection tools, and methodologies. This includes conducting surveys, focus group discussions, and tailoring sample sizes to the specific needs and objectives of the project. -
Monitor and Evaluate Project Progress:
Conduct regular field visits to monitor the implementation of project activities, gather relevant data, and assess the impact of interventions on the target population. -
Data Collection and Analysis:
Lead data collection efforts, ensuring accuracy and reliability. Analyse collected data to provide insights into project performance and identify areas for improvement. -
Reporting:
Prepare detailed reports on project progress, challenges, and achievements, including inception, monitoring, and final evaluation reports—present findings to the Project Manager. -
Conduct Stakeholder Consultation Meetings:
Organise and facilitate regular interviews and consultation meetings with relevant stakeholders, including project staff, partners, donors, and community representatives. These meetings are to review project progress, share findings, discuss challenges, and develop strategies for improvement. Ensure effective communication and collaboration among all parties to align on project goals and M&E activities.
Requirements:
- Bachelor’s degree in Social Sciences, International Development, Statistics, or a related field. A Master’s degree is preferred.
- Minimum of 3-5 years of experience in monitoring and evaluation, preferably in the humanitarian or development sector.
- Proven experience in designing and implementing M&E systems and tools.
- Strong analytical skills and experience in data collection, analysis, and reporting.
- Excellent written and verbal communication skills in English. Knowledge of additional languages (French, Arabic, Ukrainian, Urdu, and Russian) is an asset.
- Proficiency in M&E software and tools, including MS Office, statistical software (e.g., SPSS, Stata), and data visualisation tools.
- Ability to work independently and as part of a team in a fast-paced and challenging environment.
- Strong interpersonal and intercultural skills, with the ability to work effectively with diverse stakeholders.
Desired Skills and Experience:
- Experience working with national and international organisations in conflict-affected or post-conflict settings.
- Familiarity with the humanitarian and development context.
