Created in 2002, the International Cocoa Initiative (ICI) Foundation is an organization that promotes the protection of children in cocoa-producing communities.
ICI works with the cocoa industry, civil society and national governments in cocoa-producing countries to ensure a better future for children and contribute to the elimination of child labor.
In 2025-2026, ICI will take part in the STEP project (“Supporting the Transition towards Education and Protection”), a video campaign aimed at changing the behavior of producers in cocoa-growing communities with regard to child labor. ICI’s role will be to evaluate the impact of the project by first commissioning a baseline study in March 2025, the subject of these terms of reference.
ICI is looking for a consulting firm to conduct a quantitative baseline survey of a sample of around 1,200 households, including 600 in the Divo department, and 600 divided between the Gagnoa and Abengourou departments.
Project
ICI is looking for a consulting firm to conduct a quantitative baseline survey sample of around 1,200 households, including 600 in the Divo department, and 600 in the departments of Gagnoa and Abengourou. Household sampling households will be carried out by ICI. The names of these communities will be provided by ICI.
Two questionnaires, supplied by ICI, will be used during the survey:
– Household questionnaire (administered to the head of household or his/her partner demographic data and information on parenting skills).
– Children’s questionnaire (administered to children aged 5 to 17 in the sampled households, including information on children’s work and education).
Data will be collected via KoboToolbox forms, and recorded and managed on ICI’s Kobo platform. The data will be used as part of a wider impact study to understand the impact of the intervention on child labor,
access to school and children’s well-being.
Requirements
ICI is looking for a consultant with proven experience in conducting large-scale surveys on child labor, including interviews with children, in rural areas of Côte d’Ivoire.
Analysis
The survey consultant will be responsible for data cleansing, and will provide a complete codebook of the databases, as well as a brief summary report including a description of the methodology followed and observations made during data collection.
Timetable
Data collection must be completed by early April 2025.

Interested contractors must submit a technical and financial proposal describing their experience and capacity to undertake the study. The proposed budget and technical should be submitted by e-mail with the subject line:
“Names of consulting firm_Enquête STEP ICI 2025” to hr@cocoainitiative.org, no later than January 25, 2025.
The offer should include:
– Information on previous experience and on how the contractor meets the the above requirements, including at least one example of a previous of a previous survey involving interviews with children (2 pages, max.)
– The technical and financial offer, including the total amount proposed in Swiss Francs (CHF). Note that the budget must detail all personnel and material costs, including agent training, travel and other fees (2
pages, max.)
– CVs of the research team leader and other key team members; level of qualification level / profile of interviewers to be recruited to carry out the study.
– Contact details of two referees.
