  • Background information:

Dan Church Aid’s and Norwegian Church Aid’s (DCA-NCA) Joint Country Program for Palestine (JCP) is implemented in a context of protracted crisis and long-term Israeli occupation that caused serious violations of human rights against Palestinians. Rights violations in the West Bank include physical and psychological abuse, restrictions on movement, limitations on access to water and electricity, confiscation of land, home demolitions, and destruction of agricultural fields among many others. In Gaza, there is a sharp deterioration in the humanitarian, human rights, security, and political situation caused by the siege and several rounds of military operations in the Gaza strip. The West Bank and the Gaza strip have been politically divided since 2007 and no elections have taken place for 17 years. This affects the livelihood opportunities and the Palestinian publics ability to participate in the decision-making processes that affects their lives. In 2016, DCA-NCA merged their respective long-standing programmes in Palestine into a Joint Country Program (JCP) guided by the vision that: “Palestinians should enjoy equality, self-determination, democracy, as well as access to justice and accountability in accordance with International Humanitarian Law and International Human Rights Law”. The JCP’s aim is to contribute towards this vision through four themes of work: Active Citizenship, Economic Empowerment, Humanitarian Assistance, and International Advocacy.

DanChurchAid (DCA-NCA) has jointly developed a project “East Jerusalem (EJ) Youth: Agents of Change – Phase II” with its partners, the Palestinian Vision Organization (PalVision) and its digital storytelling platform (Yplus), the Palestinian Institute for Public Diplomacy (PIPD), and 7amleh – the Arab Center for the Advancement of social media (co-applicants).

The project will empower youth to take non-violent action to convince Europeans more effectively about the need for their support to achieve justice and claim their rights. The youth have been equipped with digital content skills, advocacy tools, and networks to reach European audiences successfully. This will help European opinion and policy makers and public to take actions on Israel/Palestine aligned with values of human rights, international law,and democracy Through the action, DCA-NCA will collaborate with an external consultantfirm to produce three analysis reports and three related short documentaries targeting European opinion makers and the public regarding violations of International Humanitarian Law (IHL) and International Human Rights Law (IHRL) in East Jerusalem.

Overall objective of the Action: To protect the resilience, identity, and rights of Palestinians in East Jerusalem.

Output 1.1.: Palestinian and European youth and East Jerusalem CBOs have increased knowledge and capacity to raise awareness on the occupation and its impact on Palestinian human rights among European public, civil society and opinion and policy makers in Europe.

Output 1.2.: Awareness raising products are created and disseminated targeting European public, civil society, and opinion makers in Europe.

Outcome 1: Palestinian and European youth, and digital platforms effectively communicate about the occupation and its impact and the lack of compliance with international law to the international community.

Output 2.1: European policy and opinion makers are exposed to IHRL and IHL issues and regularly engage with a range of Palestinian, Israeli, and international stakeholders.

Outcome 2: European opinion and policy makers have increased understanding of the occupation and its impact on Palestinian human rights and prospects for sustainable peace and take action to promote policy responses in line with democratic values, human rights, and international law.

Target groups

Target groups are: European public, civil society, and opinion leaders across Europe. Another key target group includes people from Jerusalem, particularly Palestinians in East Jerusalem, highlighting and sharing their experiences of occupation and the violations of IHL and IHRL in the city.

  • contract purpose and Expected results

Purpose:

This external consultancy position aims to assist DCA-NCA in effectively communicating violations of IHL and IHRL in East Jerusalem to European audiences and decision-makers, with a particular focus on Belgium, France, Italy, and Germany. The external consultant will contribute to this effort by producing three in-depth analysis reports focusing on critical human rights issues and developments in East Jerusalem.

The three analysis reports will address topics such as: Policing and excessive use of force, Business and human rights and other areas that focus on important developments in East Jerusalem. The final focus areas will be chosen based on their relevance to European decision-makers and the European general public targeted by the action. These reports may take the form of investigative articles, traditional reports, or research papers, containing infographics. They will serve as a suggested input to generate interest among European media outlets. Additionally, three short documentaries will be produced to promote the reports on social media platforms, mainly YouTube.

The analysis reports will include a map of the area, a timeline of related incidents, and relevant evidence provided as links in the report. Each report will also be summarized in a short documentary created by the consultantfirm, showcasing the key findings.

These reports should align with the overarching goal of creating and disseminating awareness-raising products aimed at the European public, civil society, and opinion leaders.

Results to be achieved by the Contractor:

1) Produce 3 analysis reports on IHL and IHRL violations in East Jerusalem for European audiences and decision makers, and three related short documentaries to support the promotion of the reports.

Scope of the Services

This external consultancy should not last more than a total of 38 working days per analysis report including all necessary meetings, research, production, and reporting:

  1. Literature review of the Action’s documents including (Project Document, Rights-based Approach, and others as specified by DCA-NCA). In addition, to documents and statistics about European decision-makers and general public interest on IHL and IHRL violations in East Jerusalem, and existing reports prepared by 7amleh, AIDA, Human Rights Watch and other sources specified by DCA-NCA and the consultant.
  2. A concise assessment of the thematic areas, the analysis report will focus on and their relevancy in generating interest for European decision makers and the general public, with a particular focus on Belgium, France, Italy, and Germany. Furthermore, a concise assessment of the method of communicating the analysis reports for achieving the project’s target.
  3. The methodology (including research tools and sampling) and thematic focuses of the reports must be approved by DCA-NCA prior to implementation. It should include ongoing discussions with DCA-NCA staff, partners of DCA-NCA, and donor’s staff (if applicable).
  4. Production of three analysis reports and related documentaries. Each Analysis report should be between 30-50 pages, title page, table of contents, executive summary, introduction, methodology, findings and analysis, conclusions, recommendations, and appendices. Moreover, the reports will incorporate charts, graphs, and tables to illustrate findings clearly. Each documentary should be in English and approximately 5 to 10 minutes long. There should be a brief overview of the documentary’s topic, introducing the key issues related to IHL and IHRL violations in East Jerusalem, then highlighting important findings or case studies.
  5. The first analysis report is to be completed by January 2024, the second by July 2025, and the third by January 2026.

The external consultant will be supported by DCA-NCA per the division of roles and responsibilities below.

Roles and responsibilities of the consultant:

  • Data collection of areas that highlight the violations in East Jerusalem and can be of interest for European decision makers and the European general public.
  • Presentation of thematic choices and methods for DCA-NCA staff.
  • Produce 3 analysis reports on violations of human rights violations in East Jerusalem (one report per year, 2024, 2025, and 2026).
  • Produce 3 short documentaries which will support the promotion of the three reports on social media outlets, mainly YouTube.
  • Reporting on each analysis production within the guidelines of DCA-NCA (See Annex 1).
  • Regular communication with DCA-NCA staff.
  • Final report detailing the findings and recommendations after the completion of the 3 analysis reports highlighting main findings and recommendations.
  • To share a copy of all data with the implementing partners and DCA-NCA electronically (preferably email).

Roles and responsibilities of DCA-NCA:

  • To provide the consultant with the documentation pack which includes relevant documents for the project, DCA-NCA partner information, Rights-Based Approach Guidelines, Public Polling produced under this project, stakeholders, and the general public interest on IHL and IHRL violations in Palestine-Israel, especially East Jerusalem and existing reports specified by DCA-NCA.
  • To review and approve thematic areas and analysis reports.
  • To ensure that the report meets the required quality standards.
  • To provide feedback on the analysis report and accompanied promotional documentary and to approve.

The timeframe allocated to the final evaluation process is a maximum of 38 working days per analysis report and related documentary. The first analysis report is to be completed by January 2024, the second by July 2025, and the third by January 2026.

Technical and financial proposals along with 2 samples of analysis reports and short documentaries produced to target European decision makers and general public should be submitted no later than 2:00 pm Jerusalem time on 23, October 2024, at the following email: [email protected]

Important note:

  • This opportunity is open locally and internationally, responsibility of handling permit applications or travel logistics to Jerusalem, will be the responsibility of the consultant. For international consultant/firm, it is crucial to have local staff available to attend in-person meetings, interview and focus groups with stakeholders and partners in West Bank and Jerusalem. The consultants will be expected to cover the cost of transportation and logistics within the cost of the consultancy fee.
    Each year, if DCA-NCA decided to collaborate with the same external consultantfirm, both will determine the thematic focus of the analysis report, based on the contextual situation and current priorities. The consultant will provide information about the timeline as mentioned in the section of timing, logistics and facilities.
  • Continuation of this contract is contingent upon the satisfactory completion of each analysis report. After the submission and review of each report and its accompanying documentary, DCA-NCA reserves the right to assess the quality and alignment with project goals. DCA-NCA may decide, at its discretion, whether to continue with the subsequent reports based on this evaluation. Should the deliverables not meet the agreed-upon standards, DCA-NCA reserves the right to terminate the contract before the next phase of production.

  1. Inception report outlines the analysis report design, tools, and detailed work plan, timeframe, and thematic area for the first analysis report, examples of methods (e.g., investigative articles, reports, infographics, or research). The report shall be submitted to DCA-NCA, according to the deadline indicated in the timeframe, as shown above. Signing the contract may come later.
  2. DCA-NCA will provide the consultant/consultancy firm with comments and feedback on the reports according to the timeframe template.
  3. A debriefing session for DCA-NCA staff should be conducted before the finalization of the analysis reports.
  4. Any report will not be considered final until approved by DCA-NCA.
  5. All reports and communications will be in English.
  • QUALIFICATION REQUIREMENTS

The analysis report will be conducted by an external consultant/consultancy firm. The consultant/consultancy firm is expected to fulfill the following requirements:

Required qualifications

  • Preferably a master’s degree in social science, journalism or other related academic field, familiarity with investigative political journalism.
  • Proven experience in producing short documentaries/visual productions.
  • Ability to synthesize data and present it in accessible formats such as investigative articles, reports, infographics, or documentary films.
  • Proven track record in undertaking analysis reports for international audiences such as UN agencies, Human Rights organizations, EU, Church organizations, etc.
  • In-depth knowledge of the Palestinian context, in particular east Jerusalem and understanding of European contexts.
  • Fluency in English with strong proficiency in written and reading comprehension.
  • Ability to communicate with local stakeholders in the West Bank and East Jerusalem in Arabic.
  • Proven experience in conducting in-depth research and analysis on complex topics, particularly related to human rights, environmental justice, and political issues.
  • Strong background in human rights, particularly in relation to East Jerusalem or similar contexts involving policing, business, and environmental justice.
  • Experience working with media outlets, particularly European media, and engaging in advocacy work.

Preferred qualifications

  • Proven experience in conducting in-depth research and analysis on complex topics, particularly related to human rights, environmental justice, and political issues.
  • Strong background in human rights, particularly in relation to East Jerusalem or similar contexts involving policing, business, and environmental justice.
  • Experience working with media outlets, particularly European media, and engaging in advocacy work.
