About the job
The Protection Project Manager is responsible for the effective and timely implementation of DRC’s general and child protection program in the South of Tunisia. The position provides technical guidance and leadership in all aspects of the management of the program, including project implementation, planning and supervision of activities, budget follow-up and forecast coordination and representation with partners and stakeholders, management of staff, equitable collaboration with local partners, monitoring and reporting. Your main duties and responsibilities will be:
Program
- Overall responsible for the effective and timely implementation of all projects in the South of Tunisia.
- Manage program team on a daily basis and provide technical guidance on a wide-range of activities such as capacity-building programme, referrals, child protection. This includes following up with the TL on their weekly plans and reports and ensuring that they are well supported and clear regarding their functions, that activities are implemented in a timely & qualitative manner ensuring DRC’s minimum standards and overall project outcomes.
- Plan daily, weekly and monthly tasks of the above-mentioned teams.
- Liaise with ALT technical Coordinator, to get required technical inputs to match good quality standards for the respective activities under his/her responsibility.
- Ensure the effective use of and compliance with relevant tools, forms, SOPs etc. so as to ensure program quality and impact and DRC’s guidelines.
- Overall responsible for monitoring the protective environment and flagging up key protection risks/challenges.
- Responsible for establishing and leading emergency response in the South of Tunisia coordinating with Protection team and other program and support coordination staff as and when required.
- Responsible for documenting and reporting progress and challenges and inputting into donor reporting processes
- In coordination with the Protection ALT Manager input into the development of project proposals and revisions based on identified gaps and needs as well as strategic priorities. To this end, support the Protection ALT Manager to define program activities, logframes and budgets based on baseline assessments and internal learning.
- Ensure close follow up and coordination with local partners for effective implementation of their programming
- Ensure conflict sensitivity and gender mainstreaming into programme implementation
- In coordination with the Protection ALT Manager, and Area Manager adjust program implementation based on needs and context.
- Participate in grants processes such as grants review meetings, leading on the presentation of progress against workplans, targets and project expenditure and update the project management tools on a monthly basis.
Finance management
- Review BFUs regarding activities/projects under his/her responsibility and check the good budget allocation of the related costs. Update Budget tracking tools and update the area Manager on burn-rate with clear work plans to the end of the Project
- In coordination with Support Services, ensure the effective financial management of the different projects’ budgets. To this end, plan and authorize expenditures as per existing budgets, review transactions and BFUs, produce budget forecasts and cash flow projections etc. for any variations affecting donor contracts
- Support the team to ensure their understanding of delegated budget lines
- Monitor and update spending rate in the PMT tools and ensure timely reporting any expected variances
Human Resources
- Recruit, manage and supervise staff working for the protection program as per DRC performance management processes.
- To this end, in coordination with the Area Manager, define organogram and ToRs, develop staffing plans, conduct recruitment processes and performance appraisals, coordinate missions plans, leave schedules, etc.
- Promote a professional environment conducive to collaboration, team work and professional development.
- Uphold compliance of program staff with the applicable standards related to protection programming, code of conduct, as well as additional internal DRC procedures and guidelines related to human resources.
- Provide remote program management as needed by ensuring that staff members remained briefed & well supported
- Develop capacity building strategies for the protection team at the field level
Monitoring Evaluation Accountability and Learning
- Lead the ongoing data collection and support analysis related to all protection programs in coordination with Protection ALT Manager, PIM officer and MEAL team to support analysis to identify trends, emblematic areas and emerging sector issues and to ensure accurate and timely reporting
- In coordination with the Protection ALT Manager and MEAL team, input into the development of M&E tools & roll-out the tools/processes to measure program quality and impact.
- In collaboration with MEAL temas, monitor program objectives, outputs, indicators and activities according to project and organizational monitoring commitments– ensuring team deliverables remain on track as per agreed donor commitments
- Contribute to the documentation and consolidation of lessons learnt from protection activities
- Support the production of comprehensive, quality and timely reports and communications materials for donors and humanitarian coordination forums on program activities
- In coordination with the Protection ALT Manager, the MEAL team and the Grants team, input into donor reports and stakeholder reports by providing updates on program activities, targets, budget so as to ensure accurate, coherent and timely reporting.
Representation and coordination
- Ensure monthly program review with Area Manager in terms of Budget (BFU/TDL), activity plan review, lesson learned including planning forecast for the next period
- Attend coordination meetings in South Tunisia as necessary or specified by the Area Manager and Coordinators.
- Pro-actively coordinate with other NGOs working in South Tunisia
About you
- To be successful in this role we expect you to have at least 5 -years’ experience in the fields of working for international humanitarian organizations or other complex settings, including as a minimum 3-years’ experience in a managerial capacity. Moreover, we also expect the following:
Required
- Demonstrate ability in conceptual, analytical and critical thinking with the ability to develop programmatic or advocacy strategies towards greater quality and impact
- University degree, Master’s preferred, in a relevant subject, such as humanitarian affairs, international relations and/or international development or social studies.
- Solid experience in project development and management; including ability to lead on assessments, design, implementation, monitoring; including planning and delivery monitoring and reporting
- Excellent technical knowledge of protection standards and principles and demonstrated capacity to develop effective responses to identified protection needs and in accordance with the relevant frameworks
- Commitment to integrate gender, conflict sensitivity and accountability into programming
- Strong capacity in influencing and engaging a range of stakeholders, including with implementing partners; with proven representational skills and the ability to advocate in line with humanitarian principles
- Demonstrate ability in thinking creatively and practically to improve the quality of programming and achieve greater impact
- Strong capacity building, facilitation, and presentation skills
- Ability to work flexibly in a diverse team; with proven leadership skills
- Fluency in written and spoken English
- Fluency in Arabic and French
- Excellent demonstrated skills managing large teams in rapidly changing environments.
Desirable
- Knowledge of other languages spoken in the region desirable
