Job Overview

Artesans ResQ is seeking a dedicated and experienced Finance and Accounting Officer to join our dynamic team. The ideal candidate will be responsible for overseeing the financial operations, ensuring compliance with accounting standards, and maintaining robust control systems and procedures. This role requires a highly organized and detail-oriented individual who is fluent in German and has a strong background in financial management and reporting. The candidate will also be responsible for overseeing and approving payments and supporting the creation of a comprehensive financial manual.

Key Responsibilities

Financial Management and Reporting

  • Oversee monthly financial return reviews.
  • Process country office transactions and review monthly returns for accuracy and completeness.
  • Participate in the posting of transactions (Purchase Orders) into the computerized accounting system.
  • Review financial reports to ensure compliance with donor regulations.
  • Support the preparation of budgets and financial reports for donors.
  • Prepare and manage quarterly cash flow projections.
  • Manage and track deferred revenue and recognize income appropriately in the accounting system.

Accounting Compliance

  • Supervise the verification of supplier accounts, invoices, and payment processes.
  • Ensure all financial practices comply with internal policies and regulatory requirements.
  • Implement and maintain the financial and internal control systems.
  • Monitor the VAT refund process and ensure timely claims.
  • Implement donor financial regulations in funds management.
  • Must be knowledgeable about German law and accounting regulations.

Control Systems and Procedures

  • Develop and support the creation of a comprehensive financial manual.
  • Supervise the management of petty cash accounts, including field petty cash management.
  • Reconcile bank accounts and monitor bank transactions.
  • Facilitate and participate in audit processes to ensure compliance and address findings.
  • Participate in the procurement committee to ensure financial oversight.

Budgetary Control & Cash Flow Monitoring

  • Support the preparation of annual budgets and financial plans in coordination with the Chief Financial Officer (CFO) and the Head of Programs (HoP).
  • Monitor cash flow to ensure adequate liquidity for operations.
  • Conduct regular budget reviews and variance analyses.
  • Provide financial insights and recommendations to support strategic decision-making.

Payment Oversight

  • Oversee and approve all payments to ensure accuracy, compliance, and authorization.
  • Ensure timely processing of all financial transactions.
  • Monitor payment schedules and manage relationships with suppliers and vendors.

Job Requirements

  • A degree in Accounting, Finance, or a related discipline from a recognized institution.
  • At least 5 years of hands-on experience in a similar position.
  • Knowledge of German law and accounting regulations is essential.
  • Experience working with NGOs.
  • In-depth knowledge of donor compliance requirements, including EU, UN OCHA, GIZ, German Foreign Office, USAID, etc.
  • Proficiency in computer applications, particularly Microsoft Office.
  • Fluency in German is mandatory.
  • Strong ability to work in a diverse team, maintain impartiality, and meet strict deadlines.
  • Excellent organizational and multitasking skills.
