  1. Context

In 2021, the African Union established the Partnerships for African Vaccine Manufacturing (PAVM), under the Africa Centres for Disease Control and Prevention (Africa CDC) to deliver a bold goal: enabling the African vaccine manufacturing industry to develop, produce, and supply over 60% of the total vaccine doses required on the continent by 2040, up from less than 1% today (with interim goals of 10 percent by 2025 and 30 percent by 2030).

In 2022, the African Union/African Centres for Disease Control and Prevention called for a New Public Health Order which will safeguard the health and economic security of the continent as it strives to meet the aspirations of Agenda 2063. A key pillar of this mandate seeks to expand the local manufacture of vaccines, diagnostics, and therapeutics. Less than 1% of vaccines administered on the continent are manufactured locally, and imports approximately 70% of the required essential medicines. This places a great burden on the health systems of African countries and reduces their ability to respond to pandemics and other health crises. The 37th Ordinary Session of the Assembly of the African Union held in February 2024 made important decisions that provide Africa CDC with the mandate of shaping the agenda of local manufacturing of health products in Africa. The decisions include the i. Establishment of an African Pooled Procurement Mechanism (APPM) spearheaded by Africa CDC for medical products from African manufacturers, ii. broadening the mandate of the PAVM to include manufacturing of medicines and diagnostics and iii. The appointment of H.E. Dr. William Ruto, President of the Republic of Kenya as African Union Champion for local manufacturing.

Considering the above decisions, PAVM has now become Platform for Harmonized African Health Products Manufacturing (PHAHM).

Several events are being organized to support the mission of PHAHM. Especially the legacy events with the participation of the AU member states draw on a lot of attention and need a dedicated support structure. As of now, there are eight such events foreseen until the end of 2025.

  1. Tasks to be performed by the contractor

The contractor is responsible for providing the following services:

Event logistics and participant management

  • Preparation of the Invitations Letters for all the participants, Note Verbale to Member States in collaborations with PHAHM
  • Preparation and provision of event materials such as agenda, conference package for participants, slide decks for presentations
  • Speaker management incl. contacting potential speakers for their availability, support in preparing technical packages for each session
  • Set up of the venue/room
  • Managing the participant registration process incl. follow-up
  • Managing the travel arrangements of participants incl. flight and accommodation booking, visa application and in- country travel arrangements
  • Support to the organisation of participants at the venue
  • Additional tasks related to support to event logistics and participant management before, during and after the events

Event reporting

  • Preparation and timely delivery of event reports: Full Extended to be shared with Participants and a summary slide deck of the event
  • Coordinating with PHAHM Communications to produce a short video highlight of the event

The contractor supports the team member responsible for communications at PHAHM.

Period of assignment: from 06.12.24 until 31.12.2025.

  1. Concept

In the tender, the tenderer is required to show how the objectives defined in Chapter 2 (Tasks to be performed) are to be achieved, if applicable under consideration of further method-related requirements (technical-methodological concept). In addition, the tenderer must describe the project management system for service provision.

Note: The numbers in parentheses correspond to the lines of the technical assessment grid.

Technical-methodological concept

Strategy (1.1): The tenderer is required to consider the tasks to be performed with reference to the objectives of the services put out to tender (see Chapter 1 Context) (1.1.1). Following this, the tenderer presents and justifies the explicit strategy with which it intends to provide the services for which it is responsible (see Chapter 2 Tasks to be performed) (1.1.2).

The tenderer is required to present the actors relevant for the services for which it is responsible and describe the cooperation (1.2) with them.

The tenderer is required to present and explain its approach to steering the measures with the project partners (1.3.1) and its contribution to the results-based monitoring system (1.3.2).

The tenderer is required to describe the key processes for the services for which it is responsible and create an operational plan or schedule (1.4.1) that describes how the services according to Chapter 2 (Tasks to be performed by the contractor) are to be provided. In particular, the tenderer is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors (partner contributions) in accordance with Chapter 2 (Tasks to be performed) (1.4.2).

The tenderer is required to describe its contribution to knowledge management for the partner (1.5.1) and GIZ and to promote scaling-up effects (1.5.2) under learning and innovation.

  1. Personnel concept

two experts are required to fulfil the tasks. Expert 1 will be the main responsible for the assignment and involved in all tasks (she*he will be the one travelling). Expert 2 will support especially with the travel arrangements of participants of the events and other tasks related to the preparation of the events.

Qualifications of the expert 1

  • Education/training (2.2.1): Bachelor in event management, communication, or related fields
  • Language (2.2.2): Good business language skills in English. Good language skills in French are required.
  • General professional experience (2.2.3): 7 years professional experience in work related to event management/communications
  • Regional experience (2.2.6): 5 years of experience organizing events in African countries

Qualifications of the expert 2

  • Education/training (2.2.1): Bachelor in event management, communication, or related fields
  • Language (2.2.2): Good business language skills in English. Good language skills in French are required.
  • General professional experience (2.2.3): 3 years professional experience in work related to event management/communications
  • Regional experience (2.2.6): 3 years of experience organizing events in African countries

  1. Costing requirements

Assignment of personnel and travel expenses

Per-diem and overnight accommodation allowances are reimbursed as a lump sum up to the maximum amounts permissible under tax law for each country as set out in the country table in the circular from the German Federal Ministry of Finance on travel expense remuneration (downloadable at https://www.bundesfinanzministerium.de).

Accommodation costs which exceed this up to a reasonable amount and the cost of flights and other main forms of transport can be reimbursed against evidence

All business travel must be agreed in advance by the officer responsible for the project. Travel costs of the consultant will be covered (as per GIZ travel expense regulations)

Sustainability aspects for travel

GIZ would like to reduce greenhouse gas emissions (CO2 emissions) caused by travel. When preparing your tender, please incorporate options for reducing emissions, such as selecting the lowest-emission booking class (economy) and using means of transport, airlines and flight routes with a higher CO2 efficiency. For short distances, travel by train (second class) or e-mobility should be the preferred option.

If they cannot be avoided, CO2 emissions caused by air travel should be offset. GIZ specifies a budget for this, through which the carbon offsets can be settled against evidence.

There are many different providers in the market for emissions certificates, and they have different climate impact ambitions. The Development and Climate Alliance (German only) has published a list of standards (German only). GIZ recommends using the standards specified there.

  • PHAHM: main responsible unit for the organisation of the meetings/workshops related to this assignment
