Overview

The Global Network of Civil Society Organisations for Disaster Reduction (GNDR) is working on a United Nations Office for Disaster Risk Reduction (UNDRR)-funded project to bolster the UNDRR Stakeholder Engagement Mechanism (SEM).

This initiative aims to support the work of SEM and its action plan implementation. One focus has been to decentralise SEM’s activities, and intensify regional and local stakeholder engagement, in the support of the localisation of the Sendai Framework for Disaster Risk Reduction 2015–2030 (Sendai Framework). Insights from the Midterm Review emphasise the urgency of involving local actors and practitioners and addressing fragmented financial resources. The project involves developing a step-by-step guide on localising the Sendai Framework, including showcasing best practices and lessons learned, aiding Member States in their localisation efforts, and promoting stakeholder collaboration through mutual exchanges.

We are looking for an experienced consultant to conduct interviews with diverse stakeholders, leveraging these insights to create an actionable guide for localising the Sendai Framework.

Objectives

The assignment will focus on the following objectives:

  • Conduct a literature review to identify and document knowledge, methodologies and good practices for localising risk-informed development policies
  • Interview a diverse range of stakeholders, with a particular focus on representatives from national and local levels, to gather insights and knowledge on effective approaches for localising risk-informed development
  • Consolidate the findings from the literature review and interviews into a concise, user-friendly, step-by-step guide on localising the Sendai Framework, highlighting key good practices

The work will be carried out in close coordination with the SEM grant project manager and with regular consultations with the SEM co-chairs and wider Advisory Group.

Consultant requirements

The ideal consultant(s) should have the following experience:

  • Master’s degree in a relevant topic from an accredited/recognised institute, with documented experience in quantitative research within the field of development.
  • 7-10 years of relevant experience in disaster risk reduction, development policy, or related fields
  • Demonstrated knowledge of risk-informed development, disaster risk reduction, and the implementation of frameworks such as the Sendai Framework
  • Proven expertise in managing multi-stakeholder projects with strong coordination and facilitation skills, effectively collaborating with government, UN entities, NGOs, and local communities
  • Strong experience in and proficiency in literature reviews, qualitative research, and creating user-friendly knowledge products
  • Proactive identification, reporting and resolution/mitigation of issues and risks
  • Fluency in English (reading, writing and speaking). Proficiency in an additional UN language would be an advantage

Eligibility

The work will be completed remotely, therefore flexibility to work across multiple time zones is also required.
