PROJECT SUMMARY

The Community of Practice in Democracy, Human Rights, and Governance is a community of 40 organizations operating throughout Iraq. The primary objective of this project is to strengthen a Community of Practice (CoP) in Iraq’s fields of democracy, human rights, and governance, with the goal of enhancing the collaborative and inclusive impact of the Iraqi community of practice as a leading civil society space within the democracy, human rights, and governance sector. Additionally, this initiative seeks to foster increased coordination and collaboration among diverse Civil Society Organizations (CSOs) and strategic partners operating within the democracy, human rights, and governance sector in Iraq.

Project’s Goal: Enhance collaborative and inclusive impact of an Iraqi community of practice as a leading civil society space in the democracy, human rights, and governance sector.

Scope of Work Announcement for Consultancy

Background: Thematic Roundtables are organized as part of the Community of Practice (CoP) activities to facilitate more focused and in-depth discussions on specific programmatic goals and activities aligned with the themes of donor-funded programming. These roundtables aim to encourage active participation, foster collaboration, and generate actionable solutions to address identified challenges or leverage opportunities.

Objective: The facilitator will lead the thematic roundtable discussions on “Modernizing Labor Laws: Legal Frameworks, Challenges, Opportunities, and the Path Forward” with the following objectives:

  • Encourage active participation and ownership among participants.
  • Facilitate in-depth dialogue on topics relevant to the themes of DRL-funded programming.
  • Foster collaboration and knowledge exchange among participants with similar programmatic goals.
  • Ensure that discussions are action-based, solutions-oriented, and aligned with the defined objectives of the roundtable.

Responsibilities: The facilitator’s responsibilities include the followings:

  1. Facilitating an in-person session on Feb 24th from 9:00 AM to 2:00 PM.
  2. Reporting the outcome of the in-person session and its recommendations.
  3. Conducting a follow-up online session of 2 hours on March 18th with other participants.
  4. Reporting on the follow-up session.

Qualifications: The ideal facilitator should possess the following qualifications:

  • Demonstrated experience in facilitating interactive discussions, workshops, or roundtables.
  • Strong communication and interpersonal skills in both Arabic and English.
  • Ability to foster collaboration and knowledge exchange among diverse stakeholders.
  • Flexibility and adaptability to respond to dynamic discussion dynamics.
  • Understanding of group dynamics and conflict resolution techniques.

Duration and Deliverables: The facilitator’s engagement will be for the duration of the thematic roundtable discussion. Deliverables include:

  • An agenda and discussion framework submitted prior to the roundtable.
  • Facilitation of the thematic roundtable discussion on February 24th from 9:00 AM to 2:00 PM Iraq time.
  • A summary report highlighting key insights, actionable recommendations, and next steps.
  • Facilitation of a follow-up 2 hours session on March 18th and a brief report.

Timeline:

  • Initial Total Consultation availability is 1 day on 24th February in person and 2 hours online on 18th March
  • Drafting the Report 1 day

Evaluation Criteria:Consultant proposals will be evaluated based on the following criteria:

  • Curriculum Vitae (CV): Submission of a comprehensive CV detailing relevant experience and qualifications.
  • Technical Proposal: Submission of a detailed technical proposal outlining the methodology and discussion methods. The proposal should also include the method for taking minutes during both sessions on 24th February in person and 2 hours online on 18th March, and how these will be incorporated into the final report.
  • Financial Table: Completion of the financial table presenting an expenditure breakdown in Iraqi Dinar (IQD). The proposed budget should clearly indicate the deliverables and timeline requirements for both sessions on the specified dates.

Please note that applications failing to meet the above criteria will not be considered during the shortlisting process.

Terms and Conditions: Search for Common Ground reserves the right to select or reject proposals based on the evaluation criteria and event requirements. The selected facilitator will be required to adhere to the event guidelines and code of conduct throughout the engagement.
