INTRODUCTION AND BACKGROUND

Since the end of 2021, DKH has been working on reorganizing its global offices, guided by the vision to strengthen regional and local structure: Operative decision-making power will be where operations happen and support DKH’s mission to empower our partners and engage in localized humanitarian assistance. DKH overcomes geographical boundaries and understands itself as one organization.

DKH’s Regional Hub Asia, based in Amman, Jordan, provides comprehensive program support to DKH Programs and local partners in the region. The Asia Hub also referred to as the Asia Type 2 Office, has six units: [1] Type 3B – Middle East Program (MEP) Unit, [2] Type 3A – Yemen Unit, [3] Type 3A – Pakistan and Afghanistan Unit (at interim capacity until December 2025), [4] Type 2 Finance and Administration Unit, [5] Type 2 Program Support Unit and [6] Bread for the World (BftW) Dialogue Office under the Asia Hub.

Complying with DKH’s mission and in the face of the ongoing humanitarian crises in the Middle East (ME), the ME Crisis Strategy for 2024-2026 embodies a steadfast commitment to fostering dignity, resilience, sustainability, and equal partnerships. The Middle East Program (MEP) currently implements programs in Türkiye, Syria, Lebanon, Gaza/oPT, and Iraq. Programmatically, we focus on markets and livelihoods, protection, food security, DRR and climate change impact mitigation, and emergency response.

* In Syria, DKH started its support in 2017, through the delivery of humanitarian assistance programs, from the conflict that effected the country since 2011. The assistance focused on Shelter, Protection and Livelihood. Currently the efforts are shifting more towards early recovery, through community based DRR and protection intervention, rehabilitation of infrastructure and livelihood interventions focusing on job creations, while responding to the most urgent humanitarian needs. Thinking of applying for BMZ/TDA funding among other donors, we look for qualified consultancy firms or teams able to conduct one or more of the below listed assessment in various locations in Syria.

OBJECTIVE

We are intending to conduct various assessments and studies as listed below. The primary objective of these studies is to provide a comprehensive analysis that will serve as a foundation for developing a proposal/s for BMZ-TDA funding. This analysis will equip the team with the necessary insights to formulate a robust Theory of Change and inform the design and implementation of project’s activities, ensuring alignment with the project’s overall goals.

The following analysis will target the following groups and communities within Syria:

Study

  • Gender inclusion & Protection Analysis
  • Resilience Analysis
  • Peace conflict impact Analysis
  • Do No Harm Analysis
  • Risk Analysis

Geographical scope

  • Mix of Urban and rural communities

Demographical scope

Syrian population. In particular:

  • Female Headed Household and single, divorced women or women whose husband has gone missing
  • Displaced population: people who have been displaced due to conflict or natural disasters
  • People living with disabilities
  • Farmers: the focus is on small and medium farmers engaged in crop production and livestock.
  • Minorities

Qualified consultants can declare their interest in either one or all three studies. The expected completion for each study is 10 weeks.

CONSULTANT COMPETENCIES

The consultancy assignment is open to National/ International firms, or a team of National and International expert consultants, with specialist knowledge and research expertise in conflict analysis and peacebuilding, and experience working on gender issues, gender and development, gender equality, gender mainstreaming, policies analysis and capacity building and well understanding of project and organizational risk assessment as well as development practice and theory. The consultants will preferably have the following experience and qualifications:

  • Previous experiences of practicing participatory methods for conducting research and planning;
  • Previous experience in drafting similar assessments especially for BMZ similar studies;
  • Considerable professional experience of working in Middle East, with a specific focus on Syria at the community, village and district levels, with a clear understanding of traditional forms of social organization and systems of local governance.
  • High level of competence in the English language; Fluency in Arabic will be an advantage.
  • Strong communication skills, with the ability to communicate detailed concepts clearly and concisely both in writing and verbally.
